The Head of Regulatory Affairs plays a critical role in shaping the GBN future in the development and implementation of large, complex infrastructure projects, within the nuclear energy sector. You will leverage your in-depth knowledge of nuclear, conventional, and environmental safety regulatory landscapes to define and implement a comprehensive regulatory compliance strategy. This strategy will drive innovation, optimise operations, and ensure the organisation remains at the forefront of safe and efficient large infrastructure development. Your focus on strategic thinking, problem-solving, and strong communication skills will be crucial for leading GBN, collaborating with internal and external stakeholders, and ensuring the successful execution of a strategic regulatory compliance strategy.
Day to day duties:
Strategy Development
- Responsible for development, delivery and maintenance of GBN's regulatory compliance strategy for nuclear, conventional, and environmental safety.
- Responsible for staying up-to-date on evolving regulatory positions and issues, continuously learning and adapting the regulatory compliance and engagement strategies.
- Responsible for anticipating and proactively addressing regulatory challenges associated with large infrastructure projects, including potential safety risks, by developing mitigation strategies.
Strategy Delivery
- Responsible for development, delivery and maintenance of GBN's regulatory engagement strategy.
- Responsible for leading, with regulators, an appropriate regulatory scrutiny and advice programme which fully meets the organisation's needs.
- Responsible for ensuring coordination and preparation of both materials, submissions and follow up of actions from GBN related regulatory meetings as well as management of correspondence and reporting on the health of the engagement.
- Responsible for monitoring and measuring the performance of regulatory compliance and engagement activities / initiatives.
Leadership and Management
- Responsible for providing strategic direction and leadership to the GBN team, fostering a culture of safety of personnel, the public, and the environment as well as innovation and continuous improvement.
- Responsible for managing and allocating resources efficiently, ensuring alignment with budget constraints and programme/project requirements.
Stakeholder Management
- Responsible for ensuring an appropriate and effective relationship with regulators in support of the GBN Programme.
- Responsible for acting as GBN's senior, lead point of contact with regulators, co-ordinating engagement with regulators across all scopes and at all levels.
- Responsible for ensuring appropriate and timely responses to regulatory feedback from advice and scrutiny, maintaining good reputation with regulators.
Knowledge, Skills and Experience required:
- Experience of interacting with HSE, nuclear, and environmental regulators.
- Experience of leading external engagement with a significant stakeholder at a senior level, and ideally with regulators within a highly regulated and high hazard industry.
- Experience of coordinating internally within a complex organisation, influencing without line management responsibility, and matrix management.
- Significant understanding of the regulatory licensing regime applicable to nuclear generation.
- Significant understanding of regulators' wider roles, and how regulators and developers can work together.
- A proven track record of building strong, credible relationships with colleagues, external partners and senior stakeholders.
Qualifications
- Scientific degree or equivalent suitable industry experience.
