As a Business Case Lead, you will play a critical role in shaping the future of GBN by developing robust business cases that meet the highest standards of the HM Treasury Green and Magenta Books. You will provide compelling evidence that demonstrates the value and impact of strategic investments. By offering visible and effective leadership, you will champion benefits management and collaborate closely with project managers to ensure that business case benefits are not only planned but realised.

Responsibilities:

Business Case Development

  • Leads the planning, development and drafting, and oversees the production of business case. Prepared to challenge expert input, and is responsible for ensuring the business complies with organisational and Treasury requirements. Use lessons learned from similar projects to inform business case preparation.
  • Devise and provide guidance and advice to project teams on the requirements and development of business case, using organisational templates and HMT 5 case model.
  • Present business case rationale to senior managers and project governance forums, work with key stakeholders to anticipate and mitigate issues and delays whilst engaging with senior management.

Benefits Management

  • Develop clear vision and standards and champion the use of best practice benefits management standards, tools and processes. Build strong networks both internally and externally.
  • Define GBN's organisational benefits management strategy - and the SMR Programmes benefits management strategy - and secure corporate support for this. Develop benefits management capability across the GBN and the Development Companies.
  • Oversee the project Benefits Realisation Plan including change control. Identify risks to benefits realisation. Develop and proposes mitigation's. Provide assurance to the organisation that planned benefits are robust and deliverable.
  • Establish the mechanism and capability required to apply consistent tracking and reporting of benefits across the organisation through the project lifecycle and into realisation.
  • Establish the mechanism and capabilities required to apply consistent mapping of benefits across the organisation. Apply this to ensure consistent approach and consistent quality.
  • Provide visible leadership on Benefits Management across the organisation and builds an effective benefits management community. Provides expert guidance, support and advice on Benefits Management Practices.

Knowledge, Skills and Experience:

Essential:

  • Demonstrable experience in crafting clear, well-structured, and persuasive business cases aligned with the HMT 5-case model.
  • Experience guiding business cases through approvals process; including analytical, Departmental (Departmental Boards/PIC) and/or HMT (TAP/MPRG) approvals processes.
  • Skilled at engaging and negotiating with senior stakeholders, including presenting complex analyses to governance boards.
  • Experience in establishing organisational-wide benefits management frameworks, ensuring consistent application across all projects.
  • Ability to lead benefits mapping and realisation processes, ensuring alignment across various teams and stakeholders
  • Proven ability to integrate benefits management into change control processes, adapting strategies as projects evolve.

Desirable:

  • Experience and/or knowledge of the UK/international nuclear sector.
  • A degree or relevant qualification in an associated field e.g. economics / evaluation/ research methodology or data analytics. Significant relevant experience will also be considered.
  • Curious mindset, being able to "see the bigger picture", and connect activities across a complex, interrelated domain.
