• Define estimating methodologies for conceptual, order-of-magnitude, budgetary and detailed services estimates across proposals and project phases.
• Coordinate with engineering, construction, procurement, contracts, project controls, planning and functional managers to align staffing requirements, execution strategies, indirect costs, escalation, contingency and basis of estimate documentation.
• Lead the preparation and review of indirect cost, non-manual labour, engineering, construction management, project services, temporary facilities, logistics and owner/contractor support cost estimates.

• Strong technical understanding of civil and marine construction methods, productivity drivers, plant and equipment selection, temporary works, marine logistics, access constraints, weather/tidal impacts and constructability considerations.
• Demonstrated ability to prepare, review and present estimates across multiple stages of project development, from conceptual and order-of-magnitude estimates through to detailed execution or proposal estimates.
• Advanced capability in quantity development, first-principles estimating, unit rate build-ups, benchmarking, subcontractor/vendor pricing analysis and estimate validation.
• Sound knowledge of estimate classifications, basis of estimate development, contingency, escalation, risk analysis, cash flow, working capital and change order/trend estimating.
• Ability to interpret engineering drawings, specifications, geotechnical information, construction schedules, procurement strategies, contract requirements and execution plans.
