About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of the role
Procurement Services leads the QFES procurement and travel functions, and is responsible for the procurement governance, sourcing, support services, and management of specialised equipment, General Goods and Services (GGS), Fleet, and Information and Communication Technologies (ICT) contacts, standing officer arrangements and panel arrangements in compliance with Queensland procurement policy and Queensland Government Contract Management Framework.
Reporting to the Executive Manager, Procurement Services, you will be responsible for managing a small team to undertake medium to high risk procurement activities and contract administration, as well as establishing standing offer arrangements and panel arrangement for the QFES fleet category. You will maintain knowledge of contemporary acquisition and contract management practices, and provide specialist and commercial advice to ensure quality procurement services are delivered. You will work collaboratively with QFES staff, volunteers and stakeholders to achieve fit-for-purpose and value for money outcomes through best practice procurement activities to meet organisational objectives.

- Queensland Government Level 4 Purchasing Certification or equivalent.
- Knowledge and understanding of category management and benefits realisation concepts
- Knowledge and understanding of supply chain management, contract law and contract management frameworks.
- Knowledge and experience in Queensland General Goods and Services Contracting Frameworks and supply chain contracts management.
Your key accountabilities
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
- Lead and manage strategic medium to high risk procurement projects for fleet and ensure positive outcomes to meet client and stakeholder objectives.
- Manage a team of specialist practitioners to provide sourcing and contract administration services in relation to fleet procurement and contracts, with a focus on identification and realisation of savings and operational benefits.
- Provide high level advice on procurement and contract management matters to facilitate procurement planning and ensure adherence to procurement policy and departmental objectives are achieved.
- Develop category management strategies and plans, and ensure appropriate governance frameworks and controls are managed for effective procurement and administration activities.
- Develop and maintain professional relationships with internal and external clients, vendors and staff to ensure procurement services are responsive to current and future needs.
- Coordinate and manage significant procurement projects in cooperation with key stakeholders, ensuring that risk, probity and transparency requirements are addressed.
- Prepare and review reports, submissions, briefs and other correspondence relating to complex procurement contract matters and initiative, in accordance with department requirements.
- Manage the functions of the team, encouraging positive teamwork, through effective human resource, and financial management practices, and development of staff through performance, planning and review.
