The opportunity
We have an exciting opportunity for a Financial Strategy Manager to join the Finance & Investment division at Roads & Maritime Services. In this diverse and challenging role you will be critically evaluating the Agency’s financial performance, which will inform what areas require deeper focus at the quarterly RMS Executive Committee meeting. The position will provide specialist financial support on non-infrastructure Economic Evaluations across the Agency, conduct Financial assessment on supplier agreements and work with Divisions to unpack cost drivers to identify areas to improve internal efficiency. A key aspect of this role will be to develop material for Executive level consumption on Agency performance, this includes coordinating/providing content for the “spend council” and quarterly performance review.
As the Financial Strategy Manager you will:
- Provide enriching and strategic analysis of key drivers of financial performance across the agency.
- Distil and communicate complex financial data into meaningful and insightful senior executive reports.
- Provide high quality, timely and technical expertise to the Senior Management to ensure the effective delivery of business critical finance strategies and projects.
- Develop and assess project proposals and business cases for major RMS projects to ensure investment decision making is in line with RMS short and long term objectives and performance benchmarks.
- Provide innovative and informed responses to emerging issues in transport & infrastructure asset management using contemporary research methodologies and knowledge of trends in transport & infrastructure economics.
- Assure the integrity of business critical financial information by directing and guiding the requirements, preparation and review of financial analysis and reporting in key areas of the Branch.
- Provide expert advice and briefings to senior managers and the RMS Executive to contribute to the effectiveness of business outcomes.
- Develop and manage business relationships by liaising with key internal and external stakeholders to provide effective financial services that meet compliance requirements and support the management of the RMS business.

Remuneration Package: RMS USS 11 ($132,140 - $140,996) plus employer's contribution to superannuation and annual leave loading.

Essential requirements

- Tertiary qualifications in financial management / economics / accounting. Professional membership with either the CPA Australia (CPA) or the Institute of Chartered Accountants in Australia (ICAA) or MBA qualified.

- A proven track record in implementing change management programs, including improving organisational reporting and reducing duplicate processes.
- Strategically minded and is able to draw clear links between financial performance and risks and with service performance and risks.
