About ICRST

The International Card & Risk Services Technology (ICRST) organization delivers the technology strategy, platforms and solutions that underpin International Card Services and Credit & Fraud Risk across global markets. With approximately 900 colleagues across the UK, US, Canada, India and Mexico, ICRST plays a critical role in shaping enterprise-wide technology outcomes and driving compliance, resilience and innovation.

Role Overview

The VP, Tech Delivery I is a key member of the ICRST Leadership Team and reports directly to the EVP–Technology. This role provides executive leadership for the Financial Crime Risk Management (FCRM) initiative—an Enterprise Critical Multi‑Year Initiative (ECMI) that drives the company’s regulatory technology strategy across AML/KYC capabilities.

The role leads the Portfolio Management Office, Governance, and the Cross Platform Delivery (CPD) function, providing strategic oversight across enterprise-scale programs. As the executive accountable for technology delivery, you will shape multi‑market delivery plans, direct cross‑platform alignment, and ensure technology solutions are delivered predictably, compliantly, and at scale.

You serve as the executive “source of truth” for delivery timelines, risks, dependencies, and stakeholder communication—representing Technology at senior forums. You will lead program ceremonies, drive governance, oversee release and test strategy alignment, and enable cohesive delivery across platform teams and external partners.

Success requires exceptional delivery leadership, strong strategic judgement, and the ability to unite teams in a fast‑paced, complex global environment.

Key Responsibilities

Technology Strategy & Vision

  • Define and direct technology delivery strategies that align to enterprise objectives and support long‑term business and regulatory outcomes.

  • Shape technology roadmaps and ensure forward‑looking planning, scalability and multi‑market readiness are embedded across delivery practices.

  • Partner with Product, Business and Technology leaders to ensure alignment on strategic priorities, sequencing and dependencies.

Enterprise Program Leadership

  • Provide executive leadership for the FCRM transformation, ensuring cohesive planning, governance and cross‑platform delivery execution.

  • Lead end‑to‑end program delivery from initiation through implementation, ensuring risks and dependencies are surfaced early and mitigated effectively.

  • Serve as the senior technology representative to business stakeholders, regulators, and executive forums, ensuring clear communication and proactive issue resolution.

  • Lead executive‑level communications across the FCRM and enterprise delivery portfolio, driving clear, timely and proactive updates for senior stakeholders, executive forums and cross‑functional partners.

Governance, Risk & Delivery Excellence

  • Own and evolve delivery frameworks, standards, and governance models to ensure predictable, high‑quality delivery across teams and platforms.

  • Direct the implementation of Agile delivery practices at scale, enabling delivery velocity, transparency, and continuous improvement.

  • Ensure robust risk management, test strategy alignment, and sign‑off processes that support regulatory compliance and enterprise assurance.

Innovation & Future Readiness

  • Champion emerging technologies that advance delivery efficiency, resilience, and innovation within FCRM and broader ICRST.

  • Identify technology opportunities and partner with stakeholders to embed innovative solutions consistent with enterprise architectural direction.

Talent, Team & Culture Leadership

  • Lead and mentor multiple teams, fostering a culture of excellence, empowerment, and continuous learning.

  • Attract, develop, and retain top delivery talent, creating strong leadership pipelines and high‑performing teams.

  • Drive a culture of collaboration, inclusion, and shared accountability across global delivery teams.

Education & Experience

  • Bachelor’s degree in Technology, Engineering, Business or a related field; advanced degree preferred.

  • Extensive leadership experience in technology delivery within complex global environments.

  • Proven track record leading multi‑platform, high‑visibility, regulatory or enterprise‑critical programs.

  • Demonstrated ability to implement scalable delivery frameworks, Agile methodologies and complex technology integrations.

  • Experience building and leading high‑performing global teams and driving organizational transformation.

Licenses & Certifications

  • PMP, CSM, PMI‑ACP, SAFe or equivalent certifications (preferred but not required).
