An opportunity has arisen for a Track Access Manager to join our team reporting directly to the Timetable Strategy & Rail Industry Manager.
This role will be responsible for proposing and managing changes to Train Planning Rules with Network Rail and other industry stakeholders with the aim of increasing network capacity and improving performance for Freightliner services, preparation of supplemental agreements to Freightliner’s Track Access Contract, and supporting G&W’s business development through strategic timetabling work, participating in advanced timetable development attending industry Event Steering Groups (ESGs) and other meetings as required.
Main duties and responsibilities:
- Responsible for proposing and reviewing all Train Planning Rules (TPR) amendments.
- Respond to Network Rail Planning Rules consultations in accordance with timescales laid down in Part D of the Network Code.
- Attend Train Planning Rules Forums as required.
- Prepare and update Schedule 5 access rights tables and assist with submission of Supplemental Agreements to Network Rail.
- Prepare comments for the Office of Rail and Road & Network Rail on Supplemental Agreements submitted by other TOC/FOCs.
- Assist with Network Code Part J processes in relation to the transfer of access rights and paths between freight operators.
- Assist with responses to Network Rail Network Change Notices.
- Represent G&W UK’s requirements at Event Steering Groups.
- Assist with long term timetable development work as required.
- Assist with business development timetable work as required.
- Represent G&W UK/Europe at meetings with Network Rail, other Train Operators and ORR as required.
- Assist with escalation support to Train Planning function as necessary.
- Any other duty commensurate with the post, as directed by Timetable Strategy and Rail Industry Manager.
Key job requirements:
- Knowledge and Experience in relation to:
- High level technical understanding of railway operations and signalling to support TPR calculation.
- An understanding of UK wide railway geography knowledge and freight operating restrictions (eg. gauging, route availability)
- An understanding of railway contractual frameworks and processes for Supplemental Agreements
- The Network Code (principally Parts D, G and J)
- UK freight train services and market structure
- Train planning (including use of Voyager Plan & TRUST)
- Good written and verbal communication skills
- The ability to act as a strong advocate to influence opinions
- The ability to travel to meetings as required, including overnight stays
