Business and Role Description:

Treasury and Chief Investment Office (“TCIO”) is responsible for firmwide asset and liability management, including:

  • Aggregating and managing the interest rate risk of the firm’s four main lines of business (LOBs), primarily through a ~$300 bn global investment securities portfolio.
  • Managing the firm’s funding and liabilities through ~$250 bn in long-term debt and other funding sources, and managing nearly $400 bn of short term cash deployment activities.
  • Aggregating and managing the firm’s liquidity risk, including deploying the firm's excess liquidity. Also responsible for compliance with both internal and regulatory liquidity requirements.
  • Aggregating and managing the firm’s structural foreign exchange risk.
  • The role, functionally aligned to Finance and Business Management, sits within the TCIO EMEA Control Management team which is responsible for maintaining a strong and consistent control environment across the region and supporting the business in the control agenda as first line of defence.

Specific responsibilities will include:

  • Conduct periodic operational risk control cross location reviews to identify gaps/inconsistencies for escalation to the Location and Regional Governance.
  • Monitor control gaps and remediation ensuring satisfactory resolution of issues is recorded in governance forums and corporate systems
  • Proactive monitoring, challenge and horizon scanning, internally and externally, across the controls landscape.
  • Ensure adequate understanding of issues, maintaining a look ahead across the location for operational risk control impacts
  • Supporting Internal (Corporate and Local) and External Audit and Compliance work (where appropriate) in the execution of operational risk control reviews.

The EMEA Treasury and Chief Investment Office Controls Management Team is responsible for the implementation and execution of governance and controls over operational risk across all EMEA Locations. The group works in close partnership with the Business Control Managers and Operation Control Managers, and is functionally aligned to the Finance and Business Management.

The ideal candidate should be interested in working in a fast-paced and dynamic environment, participating in key initiatives and becoming involved in a diverse set of issues that will have a direct impact on the organization.

Core Responsibilities

The successful candidate will be responsible for delivering the functional objectives of the Control Management organisation via the following:

Governance:

  • Embedding the regional governance model in the location via regular review and analysis; understanding business and process changes via participation in local/regional management and control forums and via regional programmes (TPO, IOS, NBIA etc.), ensuring operational risk control and regulatory matters are included in location governance, that issues are logged, remediated and closed in accordance with corporate guidance.
  • Implementing an engagement model for control management, consistent with strategic priorities.
  • Partnering with LOB and Functional Control Managers and SCBMs to ensure the EMEA Controls agenda is clearly understood to facilitate its delivery.
  • Documenting the existence and effectiveness and periodically reviewing the local governance model and Standard Operating Procedures.
  • Engage with local and EMEA Compliance and government relations to ensure issues are fully understood and escalated within the local and regional governance agenda.

Control Framework:

Location Regulatory Engagement:

  • Ensure operational risk regulatory matters are included in location governance and that issues are logged, remediated and closed in accordance with corporate guidance.
  • Provide support for control managers and compliance for regulatory visits relating to operational risk controls.

Reporting:

  • Providing transparency on operational risk controls to Senior Management.
  • Measuring, monitoring and reporting on the effectiveness of the regional location programme via governance, the provision and analysis of consolidated location MIS.
  • Identifying issues for prioritization and review at the location and legal entity level

Communication:

  • Partner with regional and location peers to ensure consistency in the controls agenda.
  • Engaging in appropriate and relevant industry forums where appropriate.
  • Ensure key stakeholders oversee the implementation of policy and control enhancements relating to operational risk and controls.
  • Provide feedback on lessons learned and reviews
  • Proactively promote risk aware behaviour across the location, including sharing of issues/findings and best practices across location peers.
  • Act as SME on location specific Operational Risk and Control Matters.

Qualifications

All internal moves will normally take place on the same grade and same salary. Salaries are reviewed annually in February. Exceptions to the rule regarding transfer on current salary may include a move between geographic locations.
