Cloud Operations and Innovation (CO+I) is the team behind the Microsoft Cloud. CO+I is responsible for delivering all Data Center Infrastructure capacity to support our systems to deliver for our customers required demand. Our focus is on smart growth, high quality delivered to meet demand while reducing the cost of the overall delivery.
Within CO+I, the Land Development Organization (LDO) is responsible for delivering datacenter campus sites to a condition ready for permanent works to begin, allowing for datacenter construction to start quickly to meet customer capacity needs for Microsoft’s cloud business. This will include a regional portfolio of projects with a wide variety of unique requirements including building demolition, environmental remediation, grading, substation construction, etc. LDO is seeking a Senior Leader with the experience, skill, ambition, and drive to develop and lead this new functional group as the Regional Land Development Construction Manager – EMEA. (Europe, Middle East, and Africa)
The role of the Regional Land Development Construction Manager requires strong interpersonal, communication and organizational skills, ability to self-direct, a strong background in land development and/or civil design, engineering, and construction.
The Regional Land Development Construction Manager is ultimately responsible for the complete EMEA region project delivery for each site location. Each project will be required to meet Microsoft guidelines and specifications. These will need to be adjusted to account for regional differences, evolving best practices, lessons learned, and industry specific evolutions.
The Regional Land Development Construction Manager will coordinate with the Data Center Engineering (DCE) team and supporting specialty consultants to update and provide feedback based on Design (BOD), and will coordinate with the Datacenter Delivery Team to identify opportunities to optimize the site condition for construction start. In managing the delivery of projects, this position aligns team objectives, business processes, vendor management strategies, and cross-group collaboration efforts with the LDO Strategy.
The Regional Land Development Construction Manager will be a relentless advocate for managing safety across all worksites. Safety is one of the four pillars of CO+I’s mission in delivering cloud capacity; joined by Quality, Schedule adherence, and Cost Management. The Land Development Construction Manager will also collaborate with Microsoft Security, Microsoft IT (MSIT), Legal, Project Engineering, MS Business Risk Management, and other internal groups to maintain the corporate vision and goals for the Project.
In addition, this position will be responsible for coordinating and reviewing project performance at the project and regional level relative to cash flow and budget summaries and will clarify those reports in presentations to the delivery and executive chain. Additional roles include MS partner engagement, as well as participation in communications plans, and community involvement with support from Data Center Operations (DCOPs), Infrastructure Planning and Acquisitions, Data Center Services, and Corporate Communications teams.

- Create and maintain best practices to identify and incorporate cost-effective solutions to delivery pad ready sites in all geographies as required.
- Coordination of internal Microsoft stakeholders and external contractors, vendors, and resources as required for project delivery.
- Drive deployment of solutions that can be socialized regionally across all LDO projects in the region.
- Facilitate decision-making to drive solutions, schedules, and manage change as required.
- Apply influence, strategies, and negotiation skills to identify options and recommend solutions.

- Regularly internal reporting of project status and costs to meet KPI’s and budget requirements.
- Provide project single point of contact for regional project development and delivery status and progress.
- Coordinate meetings and activities of vendors, cost managers, and integration of lessons learned.

- Direct fiscal accountability for the approved regional projects budgets.

Qualifications
Candidates must have:
- Progressive responsibility in development and delivery of complex capital projects and programs
- Bachelor’s Degree or Equivalent in Engineering, Architecture, or Construction
- Demonstrated track record of a willingness and ability to consistently dive deep into project delivery, creative problem solving, and the ability to push past barriers to achieve full project execution.
- Prior experience in datacenter construction or related large scale critical infrastructure project e.g. airports, hospitals, power stations, microelectronic, pharmaceutical
- Experience in managing project portfolios in EMEA
- Strong skill in data analytics and project planning
- Very strong verbal and written communication skills
- Ability to influence cross-discipline teams
- Construction health & safety knowledge
- The ability to be a team player but also work independently.
- Strong working knowledge of Microsoft products (Outlook, Excel, PowerPoint, Word, SharePoint)
Ideally will have:
- Experience in Real Estate Development
- Experience working in a large organization, growing at scale
- Experience working internationally across many different EMEA countries.
