The National Safety Task Force (STF) was launched by Network Rail to meet the requirements set out in the two ORR Improvement Notices - relating to planning and technology - and to bring together other key safety initiatives which were already in process throughout the business. NW&C Region's Track Worker Safety (TWS) Programme (which is directly linked to the National STF) is focussing its efforts on developing and delivering a number of key change projects to help improve track-worker safety.The North West Route is recruiting key roles to deliver the step-change in safety.
The projects include delivery of new protection and warning technologies, better planning processes and tools to improve the access we have, working with our front line workers to improve safety on or near the line, using data and information to better inform decisions we make.The combined TWS programme delivery focusses on improving safety culture where our aim is to make accidents and near misses a thing of the past.

Brief Description
Reporting to the Area Services Manager (Telecoms) the Performance and Assurance Engineer (P&AE) is at the forefront of challenging, checking, assuring that the processes agreed for the planning and delivering of safe work are being carried out on a day to day basis. The roles will be 80 - 90% out on track working with the PICs / COSSs / Responsible Managers / Planners, coaching, guiding, and supporting safe ways of working.
This role is for a 12 month secondment / FTC opportunity.
About the role (External)
The P&AE role needs to have a really clear understanding of what is expected in the planning and delivery of work so that they can be relied up and trusted to improve the safety of their colleagues working environment. From the SWP planning, to the COSS briefing, to the execution of the planned work the P&AE will continuously improve associated processes and be the trusted 'eyes and ears' on the ground.
Specifically the P&AE will:
Monitor and report on a programme of assurance, staff surveillance, work quality and asset condition checks. Compile periodic reports and analyse trends. Make recommendations to address issues that require management action.
Monitor and report on asset performance, reliability, work productivity and efficiency. Compile reports and analyse trends. Make recommendations to address issues that require management action.
Monitor the progression and close-out of Non-Conformance Reports within the agreed timescales.
Manage the process to submit, monitor and close out Non Compliances.
Assist in investigation of incidents and performance/compliance related failures.
Monitor progress and report on business performance improvement initiatives. Make recommendations to address issues that require management action.
Essential

Network Rail adheres to a structured pay framework, any salary offered will be within the pay range advertised.If your current salary is above the maximum shown you will transfer into the new role on your current base pay.For more information refer to your pay
Band 4B salary range is between £32,740 and £36,832
