Transport for Greater Manchester (TfGM) are seeking a Lead Delivery Manager who will be responsible for supporting, managing and delivering the portfolio of change across the region and will 'make a difference' to the way we develop and deliver to the business in support of the business and IS strategies and requirements
This role is one of two leadership roles within the Delivery practice, reporting to the Head of IS Delivery. Our portfolio of change includes a wide range of products and services; we’re currently supporting initiatives such as GM Clean Air Zones, GM Bike Hire, GM Fibre Networks, SMART CCTV, SMART Ticketing, SMART Traffic Junctions, Customer Contact / Information / Service, Data and Insight, Hybrid Working, Technology Transformation, Interchanges, Rail Stations and Manchester Metrolink.
As Lead Delivery Manager, your role is split into two; 60% of your role will be focused on the delivery of large scale projects/ programmes, the remaining 40% will be focused on team management and leadership, continuously improving the way we work, and building relationships with other business areas to understand the pipeline of work across TfGM.
You will be required to work closely and collaboratively with colleagues within IS and the wider organisation, ensuring projects are effectively managed in accordance with the IS Delivery Framework. You will have an excellent track record of delivering a variety of technical projects using varied tools, technologies and approaches to delivery.
You will be both a Manager of the delivery team and an escalation point for issues from the team where guidance is required. You and your team will lead highly complex deliveries effectively and will engage effectively with senior stakeholders across the business to ensure progress, deliveries and risks are well communicated and understood and mitigation's agreed.
In addition to this, you will demonstrate the skills and experience in the following key areas:
- Understands and appreciates technical delivery at task level.
- Exposure to Business Change projects and a passion for delivering business outcomes.
- Lead a continual planning process in a very complex environment.
- Identify dependencies in plans across services and coordinate delivery. Coaches other teams as the central point of expertise.
- Solve and unblock issues between teams or departments.
- Help guide your team of Delivery Managers to successful delivery while working to enable and support them through their personal development plans. Where the team needs additional support, you will be proactive in recognising and resolving with coaching, skills transfer, training or hiring. You will act as the escalation point for your team of Delivery Managers.
- Is a recognised expert in approaches to delivery; builds, coaches and leads teams in agile, waterfall and hybrid delivery methodologies. Able to identify different perspectives in approaches.
- Creates or tailors’ new ways of working and is always innovating. Within the team, you will constantly look for ways to improve team morale and wellbeing.
- Able to facilitate difficult discussions within the team or with diverse senior stakeholders.
- Has a good understanding of Enterprise Architecture principles.
- Successfully lead teams through the full delivery life-cycle
- Contribute to the assessment of other teams, providing guidance and support.
- Confident communicator; communicates clearly with all levels of the business and is able to bridge the gap between technical and non-technical conversations.

The salary for this role is £63,029 - £70,940 per annum with an additional £5,500 per annum paid as a market supplement. Salary upon appointment will be based upon skills and experience.
The market supplement will be reviewed on 31 January 2022.
