Network Rail High Speed (NR HS) is a wholly owned subsidiary of Network Rail Infrastructure Ltd (NRIL), responsible for the operation and maintenance of the UK's first European High Speed Railway, High Speed 1 (HS1).
The HS1 Infrastructure consists of a diverse range of railway assets from the track, signalling, overhead line, lineside buildings and depots through to viaducts, long tunnels and international stations at St Pancras, Ebbsfleet and Stratford along its 109km length. Unlike its parent, NR HS are privately financed under an agreement with their client 'HS1 Ltd' and undertake a diverse range of activities from railway infrastructure maintenance and operations through to station facilities management and retail.

About the role (External)
Key Accountabilities -
Provide professional Track engineering leadership to engineers throughout Network Rail High Speed to improve decision making, design, and execution.
Lead and direct the development and implementation of the Track asset management policies and engineering competencies needed to maintain, renew and enhance the network to deliver the level of business performance required.
Determine appropriate company policies, standards and specifications for Track engineering activities
Manage all aspects of the track asset management process, including specifying renewals as part of a 40-year asset portfolio.
Sponsor track engineering projects, including, defining requirements, developing technical work scopes and overseeing the delivery of the Track renewals work bank.
Lead the management and application of appropriate engineering maintenance regimes in accordance with company policies, standards and specifications.Provide assurance that such regimes are being followed.Establish maintenance activity volumes
Manage engineering inspections and assessments to comply with relevant standards and engineering policies.Monitor the effectiveness of work and manage any deficiencies raised.Arrange that processes are in place for maintaining accurate records of the assets.
Provide a technical authority on Track engineering on all matters relating to design, construction, maintenance and operation of the High-Speed network.
Direct the development of Track technical standards, specifications, work instructions and good practice guides.Confirm that appropriate controls are in place to manage non-compliances
Arrange that all incidents that adversely affect the safety and performance of Track engineering assets are fully investigated, that recommendations are robust, and that those recommendations are implemented.
Lead all aspects of mobilisation for Track engineering to establish that High Speed can be introduced into service and maintained in accordance with operational requirements and timescales.
10.Lead the technical innovation in introducing new systems to deliver operational availability and maintenance standards for a new railway system.
Work with associated disciplines, e.g. signalling, switches & crossings etc., to drive efficient processes and continuous improvement in the Track engineering function.
Essential
Chartered engineer or capable of achieving within reasonable timescales with equivalent practical experience
Relevant engineering experience
Thorough understanding of asset management practices over the full asset lifecycle.
A sound knowledge of technical, safety and performance standards relating to Track engineering; high speed rail being an advantage.
Proven ability to manage engineering activities in a business environment with safety critical responsibility
Excellent interpersonal and communication skills
Desirable
Member of an appropriate engineering institution.
A knowledge of the engineering, asset management and maintenance practices employed on the TGV or other high-speed routes will be an advantage
