The role of the Data Center Development Principal Program Manager (DCDPM) requires strong interpersonal, communication and organizational skills and the ability to lead and self-direct. A strong background in project management, data center construction, engineering, controls, and operational requirements and an emphasis on project/construction management, datacenter construction or similar market experience, client representation and project and Project level services

The DCD Principal Program Manager is responsible for the complete project delivery of multiple campuses in a region. The DC Project Manager ensures sites meet the Data Center Development (DCD) Guidelines and standards, which may be adjusted from time-to-time based on best practices and Lesson Learned drawn from previous projects as well as industry changing best practice. The Principal DCD PM is responsible for the administration of the construction contract via 3rd party Contractors. The DCDPM aligns the scope of construction contracts with the overall business goals of CO+I.

The DCD Principal Program Manager will coordinate with the Data Center Engineering (DCE) team to drive schedule and support specialty consultants to provide feedback on the design. In managing the delivery of projects, this position aligns team objectives, business processes, vendor management strategies, and cross-group collaboration efforts with the Data Center Development Project Strategy.

The DCD Principal Program Manager will be a relentless advocate for managing a safe worksite. Safety is one of the four pillars of CO+I’s mission in delivering cloud capacity; joined by Quality, Schedule, and Cost Management. The Principal DCD PM collaborates with Microsoft Security, Microsoft IT (MSIT), Legal, Project Engineering, MS Business Risk Management, and other internal groups to maintain the corporate vision and goals for the Project.


In addition, this position will be responsible for coordinating and reviewing vendor performance relative to cash flow and budget summaries and will clarify those reports in presentations to the delivery and executive chain. Other responsibilities include oversight and project controls {Project Expenditure Request (PERs), Professional Services Request (PSRs), Change Orders, Pay Applications, etc.} Additional roles include MS partner engagement, as well as participation in communications plans, and community involvement with support from Data Center Operations (DCOPs), Real Estate Services, Data Center Services, and Corporate Communications teams.

The DCD Principal Program Manager will be responsible for the development and implementation of schedules across multiple projects. The DCD Principal Program Manager will be responsible for managing and developing a team of DCD Program Managers in the region. The DCD Principal Program Manager works directly for the Regional Manager of Data Center Development for the region where the data center development is located and supports the strategic and tactical delivery of data center projects in the region.

Responsibilities

Business Process:

  • Create and maintain best practices to identify and incorporate cost-effective solutions
  • Manage the selection, contracting, and integration of multiple vendors and internal partners
  • Drive deployment of solutions that can be socialized globally across DCD projects
  • Facilitate decision-making to drive solutions, schedules, and manage change as required
  • Apply influence, strategies, and negotiation skills to identify options and recommend solutions
  • Drives deployment of large-scale campus-based delivery solutions that have the potential to be used globally across entire portfolios (e.g., new and/or retrofit datacenter facilities).
  • Develops/establishes program/project goals for teams, assigns overall responsibilities, ensures performance measurements, and seeks and delivers feedback to achieve timely results.

Communication:

  • Regularly reviews cost and KPI metrics, invoices, process/policy communications to client partners.
  • Provide project single point of contact for project development and delivery of multiple campuses.
  • Coordinate meetings and activities internal stakeholder groups and external vendors, cost managers, and safety managers and integrate lessons learned.
  • Attend scheduled owner/architect/contractor (OAC) and other project meetings, and report to leadership as necessary.
  • Report Project Progress on scope, schedule, and budget weekly or as required.
  • Provide weekly project status reporting to DCD standards.

Accountability:

  • Responsible for developing, managing, and reporting on safety, scope, schedule, and budget.
  • Direct fiscal responsibility for the approved project budget.
  • Works independently in support of multiple DCD Projects.

Vendor Management and contract compliance:

  • Provide Vendor oversight and performance management.
  • Preparation of Request for Proposal (RFP’s), PER’s, and other project approval tools & templates.
  • Review and approval of vendor scope of work, and design review of site and building plans.
  • Validate vendor pay-application and invoice review and approval.
  • Manage compliance with prior audit results and recommendations.

Qualifications

Required:

  • 7+ yrs. experience of data center project construction with large-scale data centers or DC lease providers.
  • 5+ yrs. experience managing large multi-faceted construction projects.
  • Bachelor’s Degree in Mechanical or Electrical Engineering, Construction Project Management, or Construction Management.
  • Relevant Trade Qualification

Preferred:

  • Construction safety and schedule focus.
  • Ability to independently manage project schedules.
  • Ability to independently coordinate contractors and support staff.
  • Ability to influence cross-discipline teams.
  • Construction Health & Safety Knowledge.
  • Strong Verbal and Written Communication Skills.
