Arrow Energy (“Arrow”) is an integrated coal seam gas (CSG) company, which develops gas fields, produces and sells CSG, and generates electricity. We have safely and sustainably developed CSG since 2000 and supplied it commercially since 2004 – for both industrial use and power generation in Queensland, and for power generation in the east coast gas market.

Today, Arrow owns and operates Braemar 2, a 450-megawatt gas-fired power station south-west of Dalby and is developing the Surat Gas Project in western Queensland. Sanctioned in 2020, the Surat Gas Project’s first phase comprises more than 600 coal seam gas wells and will bring 5 trillion cubic feet of gas to market over 27 years.
Arrow is an incorporated joint venture owned by two of the world’s largest energy companies, Shell and PetroChina.

The General Counsel Role
Reporting to the Chief Executive Officer, you will lead an established team of high-performing legal, risk and compliance specialists in an integrated and engaged manner across various workstreams. You will also work collaboratively with senior management to ensure the Arrow Group companies and subsidiaries are legally protected and compliant; as well as collaborating on the commercial objectives to ensure material risks are identified and minimised in order to provide project outcomes that are in line with Arrow’s vision and mission.
This is a Brisbane-based position and may require (with notice) occasional travel to our field operations from time to time.
In addition you will:
Provide leadership, support, guidance and development to the Legal and Governance Department (which includes accountability for the legal, risk and compliance functions).
- Demonstrate visible leadership through your personal commitment to Arrow’s values, code of conduct, and (HSE) health, safety and environment initiatives.
- Establish positive and productive working relationships with key internal and external stakeholders.
- Model inclusive behaviours and create a safe environment where different views and perspectives are encouraged and valued.
- Ensure efficient and economical use and performance of Arrow’s Legal Services Partners in accordance with operating budgets.
- Protect Arrow’s future by driving a program of work to improve governance, compliance and risk management maturity and ensure that compliance and risk management themes, emerging issues and insights are effectively communicated to leaders and relevant governance forums.
- Manage Arrow’s legal risks through the provision of high quality, timely, solution-focused and cost-effective legal analysis and advice.
- Partner and integrate across Arrow to provide legal support to commercial transactions and the management of compliance and regulatory issues.
- Inform strategic decision making by providing independent legal advice and guidance to the Arrow Leadership Team and Board.
You will
- Have more than 20 years post qualification experience and have held a similar position;
- Have executive leadership experience, including experience working with Boards;
- Have some operational experience and/ or a very deep understanding of the needs of operational business units in a complex project development and operations environment;
- Have the ability to express your legal views clearly to non-lawyers, balancing commercial awareness with comprehension of risk;
- Have a business partner or service mindset, and a focus on the provision of high-quality, efficient and fit for purpose legal services optimising internal and external resources;
- Demonstrate excellent interpersonal and communication skills along with a proven ability to contribute to a high performing-team with a focus on safety, collaboration and integration; and
- Have superior team leadership, negotiation, and influencing skills.
To be successful in the role, you will have:
- Is admitted as a Legal Practitioner in Australia.
- Holds (or is entitled to hold) a current unrestricted practising certificate granted under the Legal Profession Act 2007 (Qld).
- Demonstrated extensive experience in the coal seam gas or broader resources sector.
- Demonstrated experience in relevant Commonwealth and State regulatory regimes.
- Demonstrated experience in overseeing corporate governance, risk and assurance activities (LOD 1 to 3).
- Deep knowledge of, and experience in advising on and applying the Petroleum and Gas (Production and Safety) Act 2004 (Qld), Foreign Acquisitions and Takeovers Act 1975 (Cth), Environment Protection and Biodiversity Conservation Act 1999 (Cth), Environmental Protection Act 1994 (Qld), Regional Planning Interests Act 2014 (Qld), Mineral and Energy Resources (Common Provisions) Act 2014 (Qld) and Competition and Consumer Act 2010 (Cth).
- Proven ability to deliver independent, high quality, solution-focussed legal services including written and oral advice at executive team level.
- Proven ability to operate at a strategic level and deal with senior managers, executive management, Board and shareholders.
- Proven ability to manage and monitor a diverse range of complex and sensitive legal matters with competing timeframes.
- Proven ability to lead and develop a high performing team.
- Proven ability to manage and monitor a diverse range of complex and sensitive legal matters with opposing timeframes.
- Proven ability to steer, coach and develop a high performing team of specialist lawyers.
