Purpose of the Role
BGIS is seeking an experienced Transition Change & Communications Manager to support the smooth mobilisation of services for a newly awarded Victorian Government services portfolio.
Reporting to the Transition Manager, you will lead transition-related communication, engagement and change activities, ensuring stakeholders are informed, prepared and confident throughout a high-profile transition period. This role is central to maintaining clarity, trust and operational readiness during a complex and fast-moving program.
The ideal candidate brings calm, structure and empathy to change, with the ability to plan, prioritise and communicate effectively under pressure while working closely with senior stakeholders.
Key Responsibilities
Transition Support & Program Delivery
- Support the Transition Manager in planning and delivering activities aligned to the Contract Transition Plan
- Contribute to transition service delivery plans and ensure communications reflect milestones and impacts
- Coordinate transition tasks across internal teams to support timely delivery
- Maintain visibility of risks, issues and dependencies affecting stakeholder readiness
Stakeholder Engagement & Relationship Management
- Support engagement with government representatives, client agencies, subcontractors and BGIS teams
- Develop clear, professional communication materials aligned to the service delivery model
- Coordinate workshops, briefings, meetings and structured feedback loops
Change Management & Adoption
- Identify change impacts across systems, processes, roles and service delivery approaches
- Develop change strategies, readiness tools and implementation materials
- Monitor adoption and escalate risks or gaps to the Transition Manager
Communication Planning & Delivery
- Develop and deliver the Transition Communications Plan
- Prepare newsletters, updates, FAQs, briefing notes and stakeholder messaging
- Manage structured communication pathways and approval processes
Digital Enablement & Reporting
- Maintain transition communication records within BGIS systems
- Use Power BI to support readiness and transition reporting
- Develop Power Automate workflows to streamline communication and approvals
Continuous Improvement
- Identify opportunities to enhance communication clarity and engagement
- Contribute to lessons learned and post-transition reviews
- Support innovation in mobilisation and change delivery practices
Education, Experience & Skills
Essential
- Experience in change management, communications, stakeholder engagement or transition delivery
- Strong ability to draft clear, client-focused communication materials
- Experience supporting large-scale transitions or multi-site service mobilisation
- High proficiency with digital systems, FM technologies and data-driven insights
- Excellent stakeholder engagement, planning and coordination skills
- Ability to work calmly and effectively under pressure
Desirable
- Tertiary qualifications in communications, business, change management or project management
- Experience within government, facilities management or contract-based service environments
Workplace Flexibility
This role is based in the Melbourne CBD office, with a hybrid arrangement of 2 days working from home and 3 days in the office for the duration of the fixed-term contract.
