About the role
Reporting to the Aeronautical Program Manager, the Development Manager is responsible for the development phase of assigned infrastructure projects and developing infrastructure strategies to support the various BAC business units. This will involve the development of project briefs, leading the development of strategies and business cases, preparing Major Development Plans, and progressing projects through the gated investment review process.
Key responsibilities
- Assist the Program Manager in assessing the five-year Aeronautical Infrastructure capital plan and liaise with the business units to identify opportunities to initiate and optimise the planning, development, and delivery of the project pipeline. Tasks include combining interdependent and interfacing project strategies taking into consideration operational needs, capacity growth, safety, asset replacement, compliance drivers and financial feasibility factors.
- Manage the development stage of projects ensuring the necessary technical directions are provided into the development process via internal and external resources.
- Develop the project brief and support the Business Initiator to develop the Business Case. Lead the assessment of the feasibility for development projects. Tasks may include:
- Facilitating all elements of the business case including engineering, operational, legal, stakeholder, commercial and financial.
- Option analysis, risk assessments, value engineering, feasibility reviews; development priorities, project staging and interface with other investments.
- identification of critical management decisions required in order to progress projects within the program and in coordination with other BAC development programs.
- Identification, engagement and consultation with key stakeholders including regulatory authorities, airlines and external service providers.
- Engagement and management of design consultants in the development of concept designs and associated options/feasibility reviews.
- Coordinating cost estimates, scheduling and staging inputs via the Delivery Managers.
- Preparation of financial approval documentation.
- Responsible for leading the preparation of Major Development Plans and coordination with the regulator to facilitate this.
Experience and qualifications
- Tertiary qualifications in Business Management, Finance, Engineering, Architecture, or Project Management
- Minimum 10 years’ experience in either the development, delivery or operation of infrastructure between $5m to $50m.
- Experience in Business Case development and benefits realization plans for capital investments between $5m to $50m.
- Experience in roles managing people.
- It would be great if you have had experience in Airport terminal or other aeronautical infrastructure.
