Deliver a sustainable future with WA’s landmark urea project!

Clough, as part of a joint venture, is delivering the Project Ceres urea plant, a landmark project for Western Australia. The plant will be the largest in Australia and one of the largest in the world, installing the most sustainable production processes. The project is expected to generate 2,000 jobs during the construction phase, whilst delivering sustained benefits to the local community through career, training and business opportunities.


We are currently searching for a Permit to Work Coordinator to join our team on the Project Ceres. Reporting to the HSE Lead and on a 19:9 to site, you will be responsible for managing and controlling the Permit to Work system on site to ensure all work is carried out safely and in compliance with regulatory and company safety standards.

Who you are

Your focus will include:

  • Administer and oversee the PTW system to ensure permits are correctly issued, authorized, and closed.
  • Review permit applications for completeness, accuracy, and safety compliance.
  • Ensure appropriate risk assessments (JSA, HIRA, etc.) are attached and adequate control measures are implemented.
  • Coordinate with operations, maintenance, and contractors to ensure safe execution of high-risk work such as hot work, confined space entry, working at height, electrical isolation, excavation, and lifting activities.
  • Maintain a permit log and tracking system for all ongoing and completed work.
  • Conduct site inspections to ensure work under permit is carried out as per safety procedures and permit conditions.


What you will bring to the team:

  • Diploma or Bachelor's degree in Engineering, Occupational Safety, or related field.
  • NEBOSH IGC / OSHA Certification or equivalent preferred.
  • Minimum 3–5 years of experience in HSE or PTW coordination role in an industrial or construction environment.
  • Strong knowledge of Permit to Work systems and associated risk control measures.
