Join our Downer Professional Services team and play a key role in delivering complex defence and national security projects that safeguard Australia’s future.

Downer Professional Services is comprised of two business units, our Technical, Advisory, and Capability consulting practice and Team Downer, a major service partner to Defence. Together, we are a multi-disciplinary advisory and delivery partner of choice for our clients in Defence and National Security.

More than anything, you’ll bring a strong work ethic, a positive attitude, and a commitment to delivering high-quality outcomes for our clients.

 About the Role

As an Export Controls Officer, you will support the delivery of critical Defence capability by managing export control activities that enable access to advanced military communications technologies sourced from international partners. Working within the CASG environment, you will prepare export control approval packages, facilitate technology and data releases, coordinate compliance activities, and work closely with Defence and industry stakeholders to support capability outcomes. You'll also contribute to the ongoing development of export control governance, auditing, records management, and compliance frameworks.

What You'll Do

  • Prepare and coordinate export control approval applications, including Third Party Retransfers (TPRs) and Technical Assistance Agreements (TAAs).
  • Support Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) activities across Defence projects.
  • Maintain export control records, registers, approvals, and audit documentation.
  • Assist with the development and continuous improvement of export control policies, procedures, and governance frameworks.
  • Provide advice and support on ITAR compliance and export control requirements.

What You'll Bring

  • Demonstrated experience working with US export controls, International Traffic in Arms Regulations (ITAR), Foreign Military Sales (FMS), and Direct Commercial Sales (DCS).
  • Strong ability to interpret and apply legislation, policy, and compliance requirements in a Defence environment.
  • Excellent written and verbal communication skills, with experience preparing reports, briefs, submissions, and stakeholder correspondence.
  • Proven stakeholder engagement skills and the ability to build productive relationships across Defence, industry, and government organisations.
  • Experience managing records, registers, project documentation, and information management activities.
  • A proactive and autonomous approach, with the ability to exercise sound judgement, initiative, and accountability in a complex project environment.
