Energy Safe Victoria (ESV) is Victoria's safety regulator responsible for electricity, gas and pipeline safety. Our role is to ensure that Victorian gas and electricity industries are safe and meet community expectations. We are also responsible for licensing and registering electricians, and educating the community about energy safety. About the opportunity
We have an exciting new role within our Gas and Pipelines Safety and Technical Regulation division. This is a stand-alone role, responsible for assessing and responding to planning applications referred to it by Responsible Authorities (typically local Councils), to ensure that risks to licensed pipelines are managed and considered.
You will contribute by:
- Assessing and responding to planning applications to ensure that risks to licensed pipelines are managed and considered
- Managing relationships with Planning Authorities to ensure that ESV is recognised as a Referral Authority
- Assisting in the development of guidance material and schedules to successfully implement and adopt the new Buffer Area Overlay as it applies to licensed pipelines
- Liaise with key stakeholders to ensure timely responses to planning applications
- Working with ESV General Counsel to participate in VCAT proceedings
- Developing and maintaining a register of all planning applications
- Attend industry events and meetings as required to educate and inform pipeline licensees Provide data gathered and support to the Audit and Compliance team.
To be successful, you will have:
- A degree in Urban Planning or another relevant discipline
- Significant experience in a Local Government environment
- Knowledge of the Planning and Environment Act, Subdivisions Act and the Planning Scheme and other associated legislation as they relate to land use and development
- Ability to liaise with Council departments, government departments, pipeline licensees
- Experience in applying Land Use Concepts and in dealing with statutory processes and planning principles, including social, economic and environmental matters
- Excellent written and verbal communication skills
- High level problem solving, investigative and analytical skills with the ability to deal effectively and diplomatically with complaints and enquiries
- An ability to work autonomously
