The Franchise Projects portfolio includes all projects delivered by Metro Trains on behalf of the Department of Transport (Formerly PTV). It includes Third Party Projects accessing our network to conduct their own works examples of these are: The Westgate Tunnel Project, North-East Link and major Utilities like Zinfra power.

The Rail Safety Coordinator is responsible for providing Franchise Project team members with effective guidance and supervision on Rail Safety and Track Protection matters. The role forges a close working relationship with all other members of the SERQ, Occupation/Access and Project Management teams and to meet Franchise Project’s portfolio objectives.

As the Rail Safety Coordinator, you will advise on rail safety legislation and regulations, common practices, Book of Rules and Procedures within the delivery of Franchise Projects.

Key Areas of Responsibility

  • Completion of Protection Diagrams for the Franchise Projects related works
  • Review all Franchise Projects occupations submitted in ARMs relevant to role against MTM requirements, and manage occupation workflow accordingly
  • Identify clashes and improvements to ARMs bookings for Franchise Projects and provide feedback to relevant parties
  • Work Closely with Franchise Projects Access/ Occupations Coordinator(s) to ensure Franchise Projects occupations are booked and meet MTM work readiness requirements
  • Attend and actively participate in occupation planning meetings for various Franchise Projects as required
  • Assist with forecast planning, provide a weekly report that includes reference to known future occupations and resource requirements
  • Assist with PTDT / NAE and HV permits for Franchise Projects
  • Provide Rail Safety / Rail Safeworking / track protection guidance and advice to Franchise Projects team members and external parties.
  • Provide clarification and interpretation on safe working rules
  • Planning/conducting/certifying a Rail Safety Worksite Hazard Assessments to determine the appropriate protection requirements for Franchise Project worksites
  • Ensure work in the rail corridor is compliant with the RTO Rail Safety / OHS related procedures
  • Undertake site walks with Work Group Supervisors, Project Managers, sub-contractors and visitors
  • Review infield allocation of TFPC’s to ensure efficiencies when required by Project Manager
  • Assist with the monitoring of fatigue management
  • Assist with the implementation of onsite Drug and Alcohol testing
  • Assist in the investigation of Rail Safety incidents and implementation of actions
  • Assist with developing and delivering Rail Safety/OHS toolboxes and alerts
  • Conduct Rail Safety Compliance Inspections
  • Contribute to the development of the occupation works guide

About You

  • Demonstrated experience in management of Rail Safety and/or maintenance of Rail Infrastructure on Rail based projects
  • Track Force Protection Coordinator (TFPC) 3.2 safe working (or above)
  • Demonstrated experience in MTM – RIW (Rail Industry Worker) associated roles
  • Basic Construction Industry OSH Conduction (White card)
  • Minimum of 2-3 Years’ experience in Rail
  • Completion of 2 Rail medium to large projects (across any network) is desirable
  • Achieved or willing to study for and achieve Cert IV in Occupational Health and Safety or above
  • Achieved or willing to obtain ICAM certification
  • Achieved or willing to study for and achieve lead auditor certification
  • Available to work weekends and nights
