The role:
We are currently seeking a highly motivated and skilled Rail Operations Manager to join our Signals team. As our Rail Operations Manager, you will be responsible for overseeing the operation and maintenance of the railway signal system, ensuring the safe and efficient movement of trains.
With the introduction of the brand new Communications Based Train Control (CBTC) technology into our complex metropolitan network, this is a challenging and rewarding role that offers an opportunity to make a significant contribution to the safe and efficient operation of Metro Trains Melbourne in a time of unprecedented change to the network.
Day to day, you will be leading and managing a team of engineers, technical specialists, maintenance managers, project managers, and a large pool of front line workers and supervisory staff, to deliver signals maintenance and renewals on time, within budget and to the required quality standards. Your experience in railway environments will see you foster a culture of continuous improvement and innovation within the team, identifying opportunities for new technologies, processes and methodologies.
To be successful in the role, you should have excellent analytical, communication, and project management skills, as well as the ability to build strong relationships with stakeholders at all levels of the organisation to drive transformational frontline initiatives and uplift the capability of the department, ensuring Infrastructure is “fit for the future”.
Responsibilities include:
- Leadership and management of a diverse workforce of 200+ employees.
- Oversee the planning, organising, monitoring, controlling, and delivery of the maintenance and renewals programs to enable excellent punctuality and reliability standards to be consistently achieved.
- Ensure compliance and continuous growth to the Asset Management ISO55001 standards.
- Lead and critique asset performance analysis, and identify trends and opportunities for improvement Implement improvement strategies.
- Ensure infrastructure is Safe and Fit for Purpose with any operational delays due to infrastructure faults or works are minimised, driving a culture of continuous improvement with wholistic solutions at the front of mind.
- Initiate and lead FMEA (Failure Mode and Effects Analysis) Risk Assessments and reliability improvement projects
- Be proactive in finding/identifying innovations to improve safety and provide "Value for Money" in the delivery of works
- Oversee Renewals teams that develop work scopes, prepare specifications which meet user requirements, arrange and evaluate tenders, and negotiate and arrange contract award in accordance with defined procedures
- Identify key risks in areas of responsibility and put in place appropriate control measures to reduce risk to an acceptable level
- Enhance MTM’s mission to improve diversity & inclusion within the Infrastructure division through strategic recruitment of entry level roles and apprenticeship/traineeship programs.
- Participate in and support MTM's ongoing business improvement process
- Achieve pre-determined standards of quality to the international ISO 9001 standard
- Lead a team that advises on impacts on maintenance activities on projects in the design state, and appraises requirements and make recommendations in respect to work methods and techniques for 3rd party projects
About you:
- 7+ years experience in rail workforce/operations management or Tertiary OR high level AQF qualification in engineering or railway signalling.
- Experience leading teams in a unionised environment.
- Ability to work unselfishly as a Team Player with other Discipline Managers – Track, Electrical, Structures, Facilities, and Operational Control Systems.
- Extensive experience leading a large rail business (operations or maintenance) in an operating rail environment.
- Proven experience of managing $50m+ budgets, including direct commercial, budget and planning accountability.
