As the Level Crossing Removal Project continues to deliver a safer and more efficient train network, the Metro team involved in this large-scale project is expanding to respond to current and future works. Metro Trains Melbourne (MTM) are now recruiting for experienced Senior Contracts Administrator’s to support current and future projects as part of the South Eastern Program Alliance (SEPA) working on the Level Crossing Removal Project

Working as part of the commercial team, you will be responsible for managing the administration of contracts entered into between Metro and other Franchisees, the State Government of Victoria and third parties in order to safeguard Metro's interest. This is involves preparation of Invitation to Tender, letting of subcontracts and provide subcontractor administration service to assist the Projects team in the management and control of subcontractor costs.

This position is offered as full time permanent, based from the Alliances head office in Mont Albert with a requirements to visit and work from project sites offices as and when required,

Key Responsibilities

  • Planning: Develop, manage delivery and review progress against plans to ensure they are on schedule and take effective remedial action as required.
  • Prepare Subcontracts, Agreements for review by Contracts manager / Commercial Manager
  • Assist with the selection/preparation of List of Tenderers for Invitations to Tender (ITT)
  • Support drafting of Scope of Works and prepare tender packages to accompany ITT issued to prospective subcontractors for Project works packages
  • Assist with the Tender review process to ensure the award of all subcontracts within the required time frame, including.
    • Conducting initial negotiations with potential subcontractors to clarify their conditions relating to subcontracts for undertaking Project works packages
    • Assist with the drafting of subcontracts
    • Prepare recommendations for letting approvals
    • Maintain a register of procurement / subcontractors
  • Operate commercial and contract systems including.
    • providing information for costs reporting,
    • Commercial Pack database as required
  • Check subcontractor compliance to subcontract (security, insurances and the like)
  • Minimise all subcontractor variation claims and elimination of claims where possible
  • Identify potential commercial and contractual risks involved in delivery and implementation of projects and identify and implement controls
  • Process and recommend progress claims for work completed and refer disputed claims by subcontractors to the relevant manager for decision
  • Finalise and close out subcontracts including Subcontractor final statements and releases
  • Prepare & deliver commercial performance reports of subcontractors
  • Administration of the Infrastructure Lease information requests and amendment process as required
  • Management of the Handover Package process

About You:

  • Tertiary qualification in either Engineering, Law, Contract Management or equivalent
  • 5-10 years in contracts administration field, preferably within a construction environment
  • Experienced in administration techniques, data collection and analysis and purchasing functions
  • Ability to analyse data and write and present reports, undertake and complete complex tasks
  • Ability to display a high level of initiative, diplomacy and confidentiality
