We are seeking a principal strategic planner who will play a key leadership role within the Strategic Planning team, working in partnership with the Coordinator Strategic Planning, to support a high performing team and deliver major strategic projects.
The role will lead the ongoing review of the Moonee Valley Planning Scheme, and other relevant strategies and plans, to support Council's MV2040 vision for a 'healthy city' and respond to State and Federal policy, land use trends and challenges, and community needs. The role facilitates and provides technical expertise to support the sustainable, strategically planned growth of the municipality across Moonee Valley's 13 neighbourhoods.
You will provide principal-level guidance and mentoring to others in the Strategic Planning team, as well providing strategic planning advice to the Manager City Futures, Executive Leadership Team and Councilors.

Responsibilities include:
- To coordinate the ongoing review of the Planning Scheme to ensure it continues to provide a clear and consistent decision-making framework and deliver updated and new strategies and policies which support the implementation of Council's long-term strategic plan, MV2040.
- To provide principal-level advice and guidance regarding the sustainable and strategically planned growth of the municipality based around 20 minutes neighbourhoods.
- To offer technical expertise, complex problem-solving skills and a thorough knowledge of the Victorian Planning Provisions, Planning Practice Notes and the planning scheme amendment process.
- To lead project teams and deliver on strategic planning projects utilising sound project management techniques including project planning, contract management, stakeholder engagement and budgeting.
Skills & Experience required
- Degree or postgraduate qualification in Urban Planning, Urban Studies, Urban Geography, or closely related discipline; combined with extensive and diverse planning experience;
- Demonstrated specialist experience in strategic planning or planning policy development in the context of State and local legislation and policy objectives, with significant experience in local government within Victoria;
- Experience in the development and interpretation of policies and strategies for informing the future growth and development of an urban area, including 20-minute neighbourhoods, or innovative approaches to strategic planning;
- Extensive leadership experience with the ability to coach and mentor other staff members in the areas of planning policy development and planning scheme amendment processes;
- Extensive experience in project management and leading major planning projects including projects involving multi-disciplinary teams and managing consultants; and
- Ability to influence or negotiate with all stakeholders in the pursuit and achievement of strategic planning objectives combined with strong problem-solving skills and diverse techniques to address strategic planning issues.
