The Opportunity
We are now recruiting for a highly skilled Engineer to be the Chief of Independent Monitoring (CISM) within Boeing Defence Australia's 21J Military Design Organisation. This role is responsible for providing quality assurance, independent continuing evaluation, and system monitoring to the BDA DASR 21J Design Assurance System. The CISM reports to the Senior Manager - Quality and is responsible to the BDA Head of Design.
Responsibilities
The Chief of Independent Monitoring is responsible for the establishment and management of the BDA Independent Monitoring function, and will have access to required supporting staff to ensure the independent continuing evaluation and system monitoring of the BDA 21J Design Assurance System. Responsibilities of this role may include, but are not limited to, the following:
- Monitor the design organisation to ensure compliance with the Military Design Organisation Exposition and referenced procedures, including the Engineering and Quality Management Systems (EMS & QMS) as well as the relevant areas of the Defence Aviation Safety Regulations (DASR), whilst meeting the needs of the business;
- Develop, conduct and manage a suite of assurance, monitoring and analysis activities, at the process and system level, to ensure Military Design Organisation activities are effective and compliant, and performed by competent and authorised staff;
- Provide assurance that the Military Design Organisation released products contain appropriate and compliant technical content;
- Collation, analysis and systematic reporting on metrics relating to the health of Military Design Organisation, including non-conformities, performance, resourcing, etc.;
- Work directly with relevant regulatory authorities regarding any matters affecting BDA approvals and coordinate communications as required;
- Train, coach and mentor the Quality function engineers and specialists on the requirements and processes within the 21J Military Design Organisation;
- Assess sub-contractors for the extension of the Quality system;
- Manage relationships with key stakeholders and support appropriate allocation of resources to ensure deliverables and timelines are met;
- Provide leadership, education and coaching within both Quality and Design Assurance to drive a culture First Time Quality (FTQ) and continuous improvement.
Experience/Qualifications
- Be eligible to hold a DASA Form-4 for 21J Chief of Independent Systems monitoring
- At least 8 years of aviation experience, ideally having worked in aircraft design and certification.
- Previous Quality Engineering experience;
- Successfully completed (or be willing to complete) a course in quality management sufficient to gain certification as a lead auditor (delivered by an Australian registered training organisation or other comparable overseas qualification acceptable to the NMAA);
- Demonstrated knowledge and application of the DASRs, ISO 9001 and AS 9110 standards;
- Hands-on mentality with the ability to proactively and independently resolve issues;
- Strong interpersonal skills with demonstrated ability to effectively engage, communicate with and influence Senior and Executive level stakeholders;
- Well-developed analytical skills and the ability to effectively prioritise and time manage; and
- Be an Australian Citizenship to ensure you have the ability to obtain and maintain an Australian Department of Defence clearance up to NV1 level.
