About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
QFES is one department with many services, many capabilities and many partners.
Purpose of the role
Procurement Services leads the QFES procurement and travel functions, and is responsible for the procurement governance, sourcing, support services, and management of procurement contacts and Standing Officer Arrangements and compliance with Queensland procurement policy.
Reporting to the Chief Financial Officer, Finance and Procurement, you will be responsible for providing leadership and direction through all functions of the branch, including managing human resource, financial and budget, planning and program management and reporting. You will lead the establishment of a procurement framework, including policy, processes and system, that enables business units to efficiently and effectively undertake procurement activities and maximise the value they receive from suppliers.

- In-depth knowledge of sourcing, procurement and contract management principles and practices.
- Knowledge of procurement related business systems and data management principles as they apply to complex decentralised organisations
- Experience in leading procurement professionals and delivering outstanding results and value through procurement processes and compliance.
Your key accountabilities
Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
- Provide leadership and direction that delivers a high standard of core and project lead business services to our clients and internal customers to ensure the integrity of procurement decision making process.
- Lead and manage priorities by developing, implementing and enhancing policies, processes and systems to support efficient, effective and compliant procurement and contract management activities.
- Provide strategic advice and support QFES to obtain high quality resources for the best value, ensuring governance and improve departmental procurement and contract management capability.
- Manage multiple complex projects, initiatives and procurement management services and ensure they are implemented with strong and genuine engagement of internal and external clients and stakeholders.
- Establish and maintain professional working relationships with internal and external stakeholders and actively engage in risk management activities which promote corporate governance and operational benefits.
- Manage, prepare and review complex reports, submissions and briefings and ensure accurate and appropriate response to a range of ministerial and departmental correspondence, in accordance with departmental requirements and governance.
- Represent the department and negotiate at high level meetings and manage liaison and coordination with key stakeholders in building awareness and strengthening procurement management and services.
- Manage human, financial and physical resources ensuring client service and performance management and drive a culture of accountability and fairness that encourages and enables teams and individual staff to meet challenges, develop skills and achieve results.
