About us

As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.


Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.


QFES is one department with many services, many capabilities and many partners.

Purpose of role

ICT Portfolio Management is responsible for the systematic management of QFES ICT investment, governance, portfolio, projects, and assurance activities to support operations and organisational capability. The ICT Portfolio, Program and Project Delivery team will ensure all initiatives are delivered within the required governance, assurance and reporting requirements by applying program and project methodologies and processes.


Reporting to the Director, ICT Portfolio Management you will be responsible for leading and managing a multi-disciplinary team within the appropriate financial and human resources delegations. You will manage the planning, development, maintenance and implementation of ICT governance and investment to ensure effective realisation of innovative solutions that support the department's operational and organisational capability.

  • Knowledge and experience and/or qualifications in developing and delivering ICT portfolio planning, governance and investment management to match changing organisational capability requirements.
  • Knowledge and/or experience in both waterfall and agile project methodologies.

Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead and manage the provision of portfolio management strategies and initiatives that drives best practice processes, procedures and investment planning of innovative technologies in support of the departments operational and organisational objectives.
  • Plan and manage the complex portfolio of projects and initiatives, in accordance with best practice methodologies and ensure benefits realisation in accordance with business needs and investment commitment.
  • Provide independent strategic advice and guidance to senior management in relation to the progress and performance of programs, initiatives and financial investment to support effective decision-making.
  • Plan and manage assurance requirements including liaison and consultation with program and project managers, external stakeholders, and assurance partners in alignment with whole-of-government directives, frameworks and criteria.
  • Liaise, consult, collaborate and negotiate at a senior level, provide high level advice and represent the department at forums and working groups to ensure portfolio outcomes are delivered and monitored for continuous improvement.
  • Ensure QFES is positioned to meet the requirements of relevant legislation, government policy, corporate and operational priorities and objectives, through contemporary best practice planning and definition of initiatives to enhance effective service delivery.
  • Manage and prepare complex briefs, reports and submissions and respond to a range of correspondence and enquiries relating to recommendations, solutions and investment planning, in accordance with departmental requirements and governance.
  • Lead and manage the functions of the team through effective human resource, and financial management practices, including developing staff through performance, planning and review.
