About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service (SES), and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of role
ICT Portfolio Management is responsible for the systematic management of QFES ICT investment, governance, portfolio, projects, and assurance activities to support operations and organisational capability. The ICT Portfolio, Program and Project Delivery team will ensure all initiatives are delivered within the required governance, assurance and reporting requirements by applying program and project methodologies and processes.
Reporting to the Executive Manager, you will be a key member of the team, providing financial management, analysis, advice and governance for ICT portfolio, program and project management frameworks. You will also contribute to the management, forecasting, reporting and allocation of budget of the ICT portfolio and unit resourcing and delivery costs, and work closely with project delivery teams by providing robust financial analysis and advice in order to develop project business cases and improve financial outcomes for ICT projects and programs that meet business and organisational requirements.

- Experience delivering financial management and governance for ICT projects, and/or possession of tertiary/post graduate qualification in accounting or related disciplines.
- Well-developed knowledge of the principles, practices, current issues, and public sector policy relating to financial management and financial reporting.
- Foundational knowledge of project management principles and frameworks (e.g. PRINCE2).
Your key accountabilities
Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
- Provide professional project and portfolio financial reporting, forecasting, analysis and advice to senior management and staff to support effective financial management outcomes and decision making.
- Provide strategic financial management services for the portfolio, programs and projects ensuring financial information integrity is maintained and complies with financial legislation, standards, policies, and practices.
- Analyse, interpret and provide high level advice and support to key stakeholders in relation to activity-based funding, costing and best practice financial and performance management to support business case development and portfolio initiatives.
- Contribute to end of month accounting activities, including project reconciliations ensuring integrity and effective operation and delivery of project outcomes within an ICT environment.
- Contribute to the preparation and ongoing maintenance of budgets, estimates, and analysis of data to support planning and forecasting, including internal controls monitoring for effective delivery of current and future projects and initiatives.
- Support the preparation of quality reports, submissions and briefings relating to financial budgets, issues and/or impacts for ICT portfolio projects and initiatives, in accordance with departmental requirements.
- Establish and maintain effective working relationships with internal and external stakeholders to support ICT portfolio financial management and ensure objectives and agreed outcomes are achieved.
- Analyse and evaluate financial responses resulting from market engagement activities to support business case development, ensure robust processes and achieve continuous improvement that delivers high quality work for ICT programs and projects.
