We facilitate the transfer of electricity between Victoria and Tasmania via Basslink, the sub-sea electricity interconnector. We also provide telecommunications and technology services.

About the role

Band 5 - base salary from $121,231 per annum (plus super) - total package to be negotiated with preferred candidate based on skills and experience

TasNetworks is seeking an experienced Project Governance & Assurance Specialist to provide independent, risk‑based oversight across the North West Transmission Developments (NWTD). In this pivotal role, you will ensure that governance processes, quality systems, and internal controls across the Owner organisation and its contractors are effective, compliant, and operating as intended.

You will lead the development and implementation of the Project Quality & Governance Framework, including the Quality Management Plan and integrated assurance regime. Your work will enable transparent, auditable, and timely decision‑making while ensuring the project maintains high standards of performance, accountability, and compliance.

This role is ideally suited to someone with deep experience in governance, quality assurance, or compliance within major infrastructure or construction environments, and who thrives in a role that blends analytical rigour, stakeholder engagement, and independent oversight.

What you’ll do

  • Maintain and implement Project Functional Management Plans to define Owner obligations, responsibilities, and internal control requirements.
  • Deliver structured assurance to confirm the integrated project team is operating effectively and in alignment with approved project objectives.
  • Monitor contractor performance to ensure construction activities meet approved scope, design specifications, and quality standards.
  • Develop, maintain, and execute the Owner’s integrated assurance schedule, including audits, reviews, and surveillance activities.
  • Conduct independent assurance of Owner and Contractor processes, documentation, deliverables, and controls.
  • Verify EPC contractor compliance with approved quality management systems, ITPs, and construction controls.
  • Ensure Owner teams are effectively applying governance processes, change controls, reporting standards, and risk management requirements.
  • Maintain comprehensive, audit‑ready governance records, including decisions, deviations, risks, corrective actions, and concessions.
  • Prepare executive‑level assurance reports, dashboards, and performance summaries for governance forums.
  • Identify systemic risks, emerging trends, and control weaknesses, recommending corrective or preventive actions.
  • Escalate material non‑conformances or persistent governance failures.
  • Support governance forums by presenting clear, evidence‑based assurance insights.
  • Promote continuous improvement by capturing lessons learned and integrating them into governance processes.
  • About you

    You bring strong experience in governance, quality assurance, or compliance within major infrastructure, engineering, or construction projects. You have a deep understanding of quality management systems, construction methodologies, and technical standards, and you are confident interpreting engineering documentation, ITPs, and compliance records.

    Your leadership style is collaborative and influential, with the ability to build strong relationships and guide senior stakeholders through complex governance and assurance matters. You are analytically strong, able to identify systemic risks and emerging trends, and you communicate complex information clearly and decisively.

    You will also bring:

    • A bachelor’s degree in engineering, construction management, quality management, or a related field — or significant equivalent experience.
    • Experience monitoring contractor performance and managing non‑conformances.
    • Strong leadership qualities with the ability to lead negotiations and resolve disputes.
    • Demonstrated ability to influence senior stakeholders and contract partners.
    • High‑level analytical skills with the ability to assess impacts across scope, cost, schedule, and risk.
    • Experience establishing new processes, frameworks, or teams in a major project environment.
    • Familiarity with ISO 9001, construction quality frameworks, or similar standards.
    • Experience in government‑funded or regulated infrastructure programs (desirable).
    • Proven ability to make sound, timely decisions in dynamic project environments.
