The Role
This role offers an exciting opportunity to play a key part in helping TasWater manage, coordinate and optimise its five‑year Capital Works Program (CWP), providing clear visibility of the capital program to Project Delivery and the wider organisation.
You will contribute to the collaborative development of Project Delivery’s strategic approach to program execution, ensuring alignment with key performance indicators (KPIs), targets and long‑term goals. A core focus of the role is establishing and maintaining a trusted, integrated view of the delivery program, enabling leaders to clearly understand what is being delivered, what is coming next, and where risks and constraints sit.
We are looking for someone who is driven to find more efficient and effective ways to deliver complex, large‑scale capital works programs through event‑based works planning, packaging and sequencing. Working closely with TasWater’s asset planning group, the role supports improved visibility of the forward pipeline of work, helping translate longer‑term capital planning into a realistic, optimised and deliverable program.
The Manager Capital Program Optimisation plays an important role in ensuring TasWater’s infrastructure investment remains prudent and focused on driving value and cost benefits for the Tasmanian community, through the creation of optimised, integrated and sustainable delivery approaches.
Key Responsibilities:
- Develop and maintain the master program schedule, providing expert advice on sequencing, dependencies, milestone impacts and program change to support confident decision‑making across TasWater’s capital portfolio, from high‑volume renewals to complex, decades‑long transformation programs such as the Launceston Sewer Transformation Program.
- Work closely with TasWater’s asset planning group to improve visibility of the forward pipeline of work and support the translation of longer‑term capital planning into an optimised delivery program.
- Provide a clear, integrated and trusted view of TasWater’s Capital Works Program, giving Project Delivery leaders and the wider organisation visibility of delivery commitments, milestones, risks and dependencies.
- Lead the optimisation and coordination of the five‑year rolling Capital Works Program, ensuring it is realistic, deliverable and aligned to performance targets and strategic priorities.
- Drive event‑based works planning, packaging and optimisation to improve efficiency, manage risk and maximise value across a complex and large‑scale capital works program.

What we're looking for
We are seeking a strategic and collaborative leader to schedule and optimise our 5-year rolling Capital Works Program and drive the successful development and delivery of program strategies.
- Tertiary qualification in Business, Project Management, Engineering or related discipline, or equivalent demonstrated experience, and demonstrated knowledge and experience at a senior level in similar role.
- Proven experience working with large, complex infrastructure programs or portfolios within a capital delivery environment.
- Strong capability in program planning, optimisation, scheduling and sequencing, with experience managing dependencies, interfaces and delivery risk.
- Experience in program and project scheduling tools, such as Microsoft Project and/or Primavera P6.
- A practical, outcomes‑focused leader with strong analytical, influencing and communication skills, and a commitment to safety and good governance.

The Details
This role can be based in either Hobart, Launceston, or Devonport and attracts a salary of $152,924 – $169,915 (inclusive of superannuation), negotiable dependent on experience.
