The HSEQ department is a team that provides quality, safety and environmental advice and support to the business. The team is responsible for the development, maintenance and assurance of the TDWA management systems in accordance with our legal obligations and QSEA accreditation requirements.
The Opportunity-
We’re seeking a Safety‑first leader to head our Health, Safety, Environment & Quality and Facilities Management across our Transport Network. This newly combined portfolio will suit a professional individual who can set strategy, lead culture, and assure compliance while optimising buildings, depots and operational facilities to support reliable service delivery.
What you’ll lead:
HSEQ Leadership-
- Set and execute HSEQ strategy, objectives and programs aligned to our operations and customer outcomes.
- Maintain and continually improve management systems to meet legal obligations, standards and QSEA accreditation.
- Drive injury management, incident investigation quality, risk assessment, assurance and performance reporting.
- Ensure compliance with relevant legislation and standards.
Facilities Management-
- Own the Facilities strategy and delivery model (strategic/tactical/operational), aligning to ISO 45001 Asset Management Systems to ensure consistent, efficient, and sustainable FM services.
- Lead asset lifecycle planning (buildings, depots, workshops, bus stations), CAPEX/OPEX optimisation, and long‑range maintenance programs.
- Oversee vendor/contractor management, SLAs, and CMMS data integrity to drive availability, reliability and cost control.
- Manage essential services (fire, electrical, HVAC, lifts, water, security) inspections, records, and defect remediation, maintaining auditable evidence for regulatory and insurance purposes.
- Champion energy efficiency, accessibility and sustainability upgrades consistent with NCC performance requirements and business objectives.
People, Culture & Stakeholder Engagement-
- Build capability — coach advisors, engineers and coordinators across HSEQ and Facilities to lift standards and responsiveness.
- Partner with operations, fleet, maintenance and projects to integrate safety and facilities planning into day‑to‑day service delivery.
- Engage regulators, accreditation bodies, landlords and suppliers; maintain effective relationships across a politically and industrially sensitive environment.
About you:
Qualifications & Experience-
- Tertiary qualifications in Work Health & Safety or a related discipline; additional credentials in Facilities/Engineering/Asset Management highly regarded.
- Extensive HSEQ Management Systems experience in transport or other complex, highly regulated environments; proven track record driving improved Safety and Quality performance.
- Demonstrated Facilities Management Leadership — multi‑site portfolio oversight, vendor governance, asset lifecycle planning, and capital works delivery.
- Experienced or Working knowledge of ISO 45001 and integration with ISO 9001/14001 frameworks (or willingness to lead the roadmap).
- Deep understanding of WA HSEQ legislation.
Skills & Attributes-
- High‑level communication, negotiation and stakeholder skills suited to a dynamic, public‑facing business.
- Strong analytical and problem‑solving capability; confident judgement advising senior leaders on sensitive issues.
- Systems thinker with reliability engineering mindset and an eye for continuous improvement across safety and built assets.
