The Victorian Gambling and Casino Control Commission (VGCCC) is Victoria’s independent gambling regulator. Our regulatory approach consists of licensing and approvals, education and engagement, monitoring and enforcement. We apply these functions using an intelligence led and risk-based approach ensuring we concentrate our regulatory efforts on areas of greatest risk and harm.

This position sits within the Casino Division, which is responsible for regulating the Melbourne casino and its operator, Crown Melbourne Limited. This is a unique opportunity to lead a significant statutory investigation and contribute to findings and recommendations concerning Crown Melbourne’s ongoing suitability, compliance and whether it remains in the public interest for the Melbourne Casino Licence to continue in force.

Why Join Us?

The VGCCC is an independent regulator committed to protecting Victorians by reducing gambling harm and fostering a safe, sustainable gambling sector. Our efforts are focussed on identifying risks early, holding industry to account and strengthening community trust in gambling regulation.

We are a values-driven and inclusive organisation where people are empowered to act with courage, make it happen, work together, respect others, and act with integrity. We foster a culture where people feel connected and can contribute to our shared purpose.

We seek to build a workforce that reflects the communities we serve and strongly encourage applications from people of all ages, abilities, cultural and linguistic backgrounds, religious beliefs, Aboriginal and Torres Strait Islander peoples, and people who are diverse in gender and sexuality.

Recognised by WORK 180 as an Employer of Choice for Women, we are proud recipients of the 2026 Equitable Employer Awards for Pay Equity and Employee Support and Safety Services

Our Opportunity

As Project Director, you will provide strategic and operational leadership for the 7th Casino Investigation, guiding its delivery from initial planning through to final reporting. You will establish and lead a project team, develop the investigation approach and governance arrangements, oversee complex evidence gathering and analysis, engage with key stakeholders, and ensure the investigation is conducted with independence, integrity and procedural fairness.

To be successful in this position you will have:

  • Demonstrated experience leading complex statutory investigations, regulatory reviews, inquiries or comparable projects involving multidisciplinary teams and fixed milestones.
  • Demonstrated ability to manage and analyse complex evidence, apply legislative and regulatory frameworks, and develop defensible findings, recommendations and high-quality reports.
  • Exceptional stakeholder engagement skills with the ability to build productive relationships and influence outcomes.
  • Experience establishing and overseeing governance, risk management, reporting and project control arrangements for complex, time-critical projects.
  • Proven ability to build, lead and develop a high performing team within a complex environment, and to identify, engage and manage specialist external expertise where required.

What we can offer you

We are committed to building a connected, capable and empowered workforce, providing our people with opportunities to grow and thrive in their career.

We offer:

  • A genuine commitment to support work/life balance (appropriate to the nature of the role)
  • Tailored initiatives that support well-being and psychological safety including an annual influenza vaccination program and Employee Assistance Program (EAP) services.
