About the organisation

The Victorian Gambling and Casino Control Commission (VGCCC) is the independent regulator of Victoria's gambling industry. The VGCCC's purpose is to ensure the industry is run with integrity, safety and fairness, free from criminal influence and exploitation. The VGCCC operates in a complex and highly scrutinised environment with significant public interest expectations. Following a period of intense post-Royal Commission activity, this organisation is now transitioning to a more mature, systems-focused regulatory phase. This involves embedding consistent practice and sustainable capability to support its strategic ambitions for regulatory excellence.

About the role

Reporting to the Chief Executive Officer, the General Counsel is the principal legal adviser to the CEO, Executive Management Team and the Commission. This executive leadership role is responsible for stewarding legally defensible decision-making and providing authoritative advice on statutory interpretation, public law, and the exercise of regulatory powers. The General Counsel will lead the legal function, focusing on uplifting team culture and building sustainable capability to support the VGCCC's strategic direction. This includes developing frameworks to enable consistent regulatory outcomes and providing strategic oversight for significant enforcement matters and litigation. This position will also build and sustain trusted relationships with government departments to influence and inform policy and legislative processes.

About you

You are an Australian legal practitioner with extensive experience gained within a regulatory environment, preferably at a state level. Your senior expertise includes public and administrative law, statutory interpretation, and providing advice to statutory decision-makers, Boards or Commissions. You have demonstrated experience overseeing complex enforcement and litigation and can translate legal requirements into practical operational frameworks. You exercise independent executive judgement and can influence regulatory and governance outcomes in complex, high-risk public sector environments. As a calm and consultative leader, you build high-performing teams and develop trusted relationships with executive peers and external government stakeholders.
