Senior Engineer – Signalling

Lead signalling assurance across Victoria’s major rail projects.

About the role

The Projects Group is responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network.

The Group coordinates, integrates and delivers major projects and network change in a safe, collaborative and innovative manner, enabling V/Line to shape the improvement and modernisation of V/Line’s regional transport service.

The Senior Engineer – Signalling forms part of the V/Line Projects Engineering and Design Review Team, providing project engineering assurance. This is achieved through feedback to delivery teams based on the review of designs against the V/Line Safety Management System (SMS) and operational concepts, to ensure that changes made to the V/Line network are safe and reliable to operate and maintain and accessible to all users.

The Senior Engineer - Signalling will perform signalling review activities across multiple projects.

The position may be responsible for the allocation of design review tasks, monitoring and reporting of progress, and design assurance activities. It requires collaboration with Third Party design and delivery organisations, the Project Engineering team and the Office of the Chief Engineer.

This role requires occasional travel to sites throughout regional Victoria. It’s a great way to get out to the regions and see our beautiful State!"

As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills.

Position Accountabilities:

  • Collaborate with contractor design review resources to supplement internal V/Line capability where required.
  • Review signalling designs for compliance to V/Line SMS, Standards and operational concepts.
  • Assess applications for derogation to V/Line standards in terms of safety, practicality, performance, reliability, economic benefits.
  • Analyse and respond to requests for information and technical queries relating to project works.
  • Contribute to the development and / or assessment of applications for Type Approval.
  • Input to development of future projects through review of reference and concept designs.
  • Endorsement of Engineering Change Notices (ECN).
  • Review as-built drawings.
  • Contribute to Corridor Wide Review Group activities.
  • Attending railway sites as required.
  • Contribute to V/Line delivered projects through design and checking where opportunities arise

About you

As the Senior Engineer - Signalling, you will report to the Engineering Manager – Signalling (Projects).

You will be responsible for the development and implementation of appropriate processes and frameworks, to ensure that projects are well planned, future ready and supported to be safely delivered.

The role may prioritise and allocate tasks within the team and will play a key role in the interface and collaboration with the wider Engineering and Design Review team and to contribute to an integrated transdisciplinary engineering assurance process.

Selection Criteria:

KNOWLEDGE, SKILLS, EXPERIENCE and PERSONAL ATTRIBUTES

Demonstrated significant experience in engineering, construction management and solutions in complex rail infrastructure projects or large construction projects (Essential)

V/Line design competencies in signalling at unsupervised practitioner level or equivalent

Sound organisational skills with demonstrated ability to work within tight and often conflicting timeframes

Sound knowledge of V/Line, Victorian Railway operations

Extensive experience in Design & Delivering Signalling projects (Desirable)

In depth knowledge of one or more of the following - Signalling Principles, Wayside Equipment, Interlocking Systems, CBI Data, Control System and Communication.

Demonstrated ability to effectively manage a broad range of matters affecting project planning, design, construction, cost and quality control.

Experience delivering major or complex railway‑based projects (Essential)

Proven ability to work autonomously (Level 2 SOC – Statement of Competency or above ideally) (Essential)

Ability to champion strong relationships and aligning ALL V/Line Stakeholders and other government agencies to deliver a mutually acceptable engineering solution which conform to V/Lines best assurance practices

Exceptional communication skills, both written and verbal, with a well-developed ability to discuss a broad range of challenging issues, engaging stakeholders across all organisational levels including senior management.

Demonstrated success in collaborating with multiple stakeholders and disciplines to support complex projects and to achieve common goals.

People management capabilities (Desirable).

Ability to lead, delegate to and advise employee and contractor design reviewers.

Proficient analytical capabilities with the ability to convey complex and technical issues to a range of audiences

Interpersonal skills to influence change, facilitate and enhance performance within a cross functional environment

Valid Driver’s License (Essential)
