About the role
Reporting to the Senior Procurement Manager – Systems, Standards & Analysis, this role plays a critical part in the delivery of professional guidance, coaching and support to Procurement team members and internal and external stakeholders in the areas of procurement systems and standards.
You will bring strong communication and influencing skills, and be able to work closely with the procurement team and stakeholders to ensure best value for money and to identify new procurement opportunities.
In this position, you will use your extensive experience to support procurement and contract management procedures, workflows and system management to ensure compliance with Victorian Government Purchasing Board (VGPB) Guidelines, adoption of procurement best practice, and seeking opportunity for efficiency and effectiveness in process whilst maintaining governance.
You will also be responsible for maintaining of and supporting regarding V/Line’s new Sourcing and Contract Management eProcurement platform and/or V/Line’s other Procurement systems, tools and third party platforms (including but not limited to Oracle JD Edwards, Avetta, Illion and Equifax).
Key Accountabilities include:
- Ensure procurement standards, processes & procedures along with templates and all other supporting materials and documents contained within the systems are up to date and reflect Victorian Government Purchasing Board (VGPB) policies and frameworks.
- Develop, maintain and communicate procurement tools and systems in a procurement environment, through leading and contributing to procurement and contract management initiatives.
- Monitor and ensure V/Line operates in accordance procurement policies, procedures and operating standards, and all its responsibility and obligations associated with the VGPB supplier polices and frameworks.
- Ensure quality management and records management standards are maintained
- Support the development and continuous improvement of comprehensive procurement policies, tools systems and process and practices across V/Line.
About you
Our ideal candidate will possess the following:
- Demonstrated alignment to V/Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
- Extensive experience in contracts and end-to-end procurement environment within a large organisation and/or public sector environment; and in Victorian Government Procurement Policy and item application.
- Demonstrated experience in Advanced EProcurement tools skills (i.e. Oracle JD Edwards, SAP, Zycus).
- Excellent problem-solving skills, project management skills, with strong focus on education and continuous improvement.
- A tertiary degree or equivalent in a business-related discipline (i.e. Commerce, Accounting, Economics, Business, Mathematics or other relevant quantitative field) preferable.
- Ability to develop confidence in your stakeholders with your strong stakeholder management and influencing skills is essential.

This position is classified as CLERK C5 - SNR OFF D02 ($111,723.05 - $132,440.70 TRP) in accordance with the current V/Line Rail Operations and Administrative Employees Agreement 2019 and is a Medical Category 4 position.
The selection process may include aptitude assessments, a behavioural event interview, and a medical check. Please note that successful applicants will be required to undergo a probity (police) check and maintain a valid Employee Victorian Working with Children Check for the duration of employment.
