About the role
As the Technical Specialist - Train Control Systems (TCS), you are integral to the success of V/Line’s Projects Group.
The Projects Group is responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network
The Group supports Victoria’s Big Build, partnering with the State to deliver significant programs such as the Regional Rail Revival Program, Level Crossing Removal Project, the Metro Tunnel Project and other improvement and capacity enabling projects across the regional network
The primary objective of the Technical Specialist – Train Control Systems (TCS) role is to deliver specialised technical expertise in supporting the successful delivery of V/Line Signalling and OCS projects.
This includes oversight over technical design and system changes, liaising with external and internal stakeholders, monitoring existing systems for risks, issues, and operational compromises that emerge from the integration of differing systems / new and existing technologies.
Key accountabilities include:
- Act as a Subject Matter Expert on V/Line Delivery Projects to provide technical guidance into the development and lifecycle of new projects, with a particular focus on Train Control and Signalling Communications Systems
- Support internal and external stakeholders, including V/Line Management and Supervisors management of the control environment and alignment with our objectives and risk tolerance requirements, including effective and transparent risk control monitoring, increasing reliability and/or decreasing inefficiency.
- Responsibility of delivery of Operational Control Systems (OCS) for V/Line delivery portfolio
- Complete initial reviews of the design packages from Project delivery agents in accordance with the Project Agreement and all relevant standards and support any configuration changes, DMS Interface.
- Support in the lead up to, during and post commissioning of works
- Manage, analyse and provide insights of technical applications and review deficiencies noted prior to and during implementation
- Liaise with External and internal stakeholders during OCS and Signalling Project Delivery
- Attend Safety in Design, PHA and other relevant workshops as a part of project delivery works
- Inform the Design Review process for TCS and Signalling Comms Systems, including all associated Engineering interface, derogations, Management of Change, Engineering Change Notices etc
- Ensure that assets are properly designed, selected, and installed based on a life-cycle philosophy
- Ensure infrastructure projects are carried out to the agreed processes, procedures and standards and assist in the review of improvement of standards
- Ensure rail safety accreditation and quality management standards are maintained
- Responsible for supporting the statutory, regulatory and contractual obligations regarding engineering principle and industry best practice
- Ensure compliance with V/Line and Australian industry standards and procedures
- Coach, mentor, and develop employees’ skills to Deliver V/Line Signalling and OCS projects
- Ensure contractors comply with all aspects of policy, procedures and statutory requirements relevant to their work responsibilities, duties and work practices for all project cycles
- Ensure projects are adherent with V/Lines governance program, operational Data Networks & Cyber Security Strategy, Framework, and Roadmap.
- Provide clear risk mitigating directives for all Project initiatives with components in Operational Technology (OT) and any interfaces to V/Line’s Information Technology (IT) including the mandatory application of controls
- Site visits throughout Victoria for Project Delivery requirements
- Attend testing and commissioning events including night shifts.
About you
As the Technical Specialist – Train Control Systems (TCS) you will report to the Program Director – Signalling.
Performing within the V/Line Signalling Delivery team, the focus of the role is to support the organisation to achieve the best engineering and technology outcomes and achieve favourable outcomes for the State, V/Line and V/Line’s stakeholders; whilst safeguarding both V/Line and the State’s obligations under the V/Line Franchise Agreement and the Regional Infrastructure Lease (RIL) Line in accordance with industry, international and government-based best practice.
Projects will include renewal and/or improvement of infrastructure and will encompasses the delivery State Projects and works identified to be delivered by Projects and/or any other V/Line initiatives as required. The role will focus on compliance of Standard, completing derogations and RFI’s (Request for Information), initial review of Design and other technical documents while assisting projects achieve delivery deadlines.
Our ideal candidate will possess the following:
- Experience in managing end to end OCS project
- Current or Previous Signalling qualifications, i.e. Design SOC, Testing SOC
- Knowledge in Signalling Communication Systems and experience dealing with Victrack, Telstra and any other 3rd party communication providers
- Comprehensive knowledge and extensive experience with Train Control Systems for conventional railway signalling (can be product design/ project delivery/ operate & maintain)
- Tertiary qualification in Engineering or equivalent, with eligibility for Professional Engineering Registration under either Electrical, Electronics, Communication or equivalent
- Valid Driver’s Licence
