We currently have an exciting opportunity for a Senior Land Access Specialist at Perth Head Office on a permanent basis.
About this role
As the Senior Land Access Specialist, you will be required to:
- This position is accountable for driving and delivering sustainable and efficient asset positioning and construction of major infrastructure, including alternative technology such as stand-alone power systems, through consultation and complex negotiation with community stakeholders, regulators, and private landowners.
- This will be achieved through providing extensive subject matter expertise (SME), advice and support which will include programme management and continuous improvement of land success processes, standards, and the provision of strategic advice through extensive engagement with internal and external stakeholders.
- Accountable for securing access to private property, negotiating complex compensation and easements etc. in order to support asset positioning and land access solutions for Western Power
- Resolve complex land access issues that are escalated from other areas of Western Power unable to reach agreement with stakeholders or landowners, using specialist skills to negotiate access or working with the legal team to gain access
- Understand Western Power’s legal and regulatory obligations related to land access and technical standards regarding substation, tower, transmission line designs and stand-alone power systems to ensure advice to internal and external stakeholders is consistent with Western Power’s legal obligations and technical capabilities
- Define access installation and works remediation scopes for major projects, and complete compliance checks, to ensure delivery in line with negotiated conditions
- Completing review and improvements of suite of Safety, Health and Environment (SHE) Approvals processes and procedures
- Identify gaps to processes and strive for best practice within a highly regulated environment by working closely with other Senior SHE Approvals colleagues
- Mentor the team for adhering to processes and procedures within the SHE Land Access Team
- Monitor, review and allocate works to the Land Access Specialist from internal stakeholders through a functional mailbox
- Coach other staff to build their capability to negotiate access to land
- Ensure all projects are managed in accordance with the Western Power Works Governance framework using PMBOK or other management methods
- Represent Western Power at events, including speaking at public forums
About you
We are seeking someone with experience and attributes that include:
- Extensive knowledge and expertise (of at least 8 to 10+ years) in regulations and negotiating approval
- Knowledge of safety, health and environment regulatory requirements.

- Demonstrated application of project planning and risk management tools
- Demonstrated experience building and maintaining collaborative relationships with external regulators
- Ability to identify, manage and escalate risks and issues, specific to the position.
- Ability to engage with a broad range of internal and external stakeholders and work collaboratively to reach agreed outcomes.
- Demonstrated exceptional negotiation and influencing skills and the ability to build effective relationships with stakeholders at all levels
- Practical exposure to linear infrastructure and associated systems
- Knowledge of multi criteria options analysis with strong business acumen
- Good understanding of the legislation that governs access to land and the process of securing easements, preferably within a utility
- Well-developed communication and listening skills with a proven ability to handle confrontation
- Understanding of environmental obligations
- Knowledge of the International Association of Public Participation spectrum and key principles
- Interaction with others is primarily concerned with influencing, developing and motivating people and changing behaviour
