The Opportunity
The Regulatory Reporting Analyst supports the Network Regulatory Manager in complying with the Australian Energy Regulator’s (AER) regulatory reporting requirements.
The Regulatory Reporting Analyst:
- Prepares content and coordinates delivery of Regulatory Investment Test for Transmission (RIT-T) documentation in accordance with regulatory requirements.
- Facilitates cohesion between business units involved in the process of delivering RIT-Ts and drives accountability on deliverables.
- Undertakes research and analysis to ensure Transgrid’s compliance of the regulatory process through effective coordination, documentation and presentation of information.
- Supports the Head of Regulation through direct work requests related to major projects and regulatory information requests.
As the Regulatory Reporting Analyst you will:
- Conduct multi-layered research and interpretation of the National Electricity Rules and companion documents, escalating internally where appropriate and recommending instances where Transgrid may need to seek external advice.
- Draft Regulatory Investment Test – Transmission (RIT-T) documentation for RIT-Ts
- Assist other members of the Regulation team to navigate RIT-T document templates and providing guidance as to where NPV results, analysis and interpretation is to be inserted and reviewed
- Work with other teams within Transgrid for technical information required to produce RIT-T documents
- Undertake end-to-end management of the internal document review and approvals process for RIT-Ts, from technical analyst level through to managers, group managers and executives
- Manage the publication process for RIT-T documents
- Provide guidance in preparation for and publication of RIT-T documentation for major projects
- Provide visibility for the Regulation team on development of major project RIT-Ts, both across the business and with project partners in cases of joint RIT-Ts
- Assist the revenue reset team with preparation and submission of the revenue proposal
- Assisting with responses to regulatory information requests
- In consultation with key business units, manage and deliver on the schedule for RIT-Ts ensuring on-time submission and completion of requirements
- Work with the Corporate Affairs group on the narrative and public messaging
- Coordinate consultation meetings with stakeholders in relation to the RIT-T
- Attend and take detailed technical minutes for submitter briefings (consultations)
- Contribute to guidelines for the RIT-T process and reviews
Skills & Experience
What we expect from you:
- Tertiary qualifications at a degree level in Economics, Engineering, Communications or other discipline that is advantageous to the role
- Project management skills
- Stakeholder management skills
- Experience working with a range of internal and external stakeholders
- Persuasive writing skills and/or rigorous analytical skills
- Experience in effectively translating relatively complex technical, regulatory or commercial issues for non-technically specialist audiences
- Experience undertaking economic analysis or demonstrated capability in applying the results of economic analysis to regulatory documentation and reporting
- Attention to detail
- Sound analytic and problem solving skills to assess how reports and proposals will impact the public or target audience
- Attention to detail, excellent writing skills and/or rigorous analytical capabilities are essential to support the regulatory reporting requirements
- Ability to build relationships and work with stakeholders to deliver agreed outcomes
