What you’ll do:
- Maintain a thorough understanding of the WaterNSW procurement framework and key strategic models to ensure prudence, operational efficiency, and to provide credible commercial and operational procurement advice to maintain the integrity of the framework and models.
- Support implementation of category management plans and delivery of established procurement panels and supply arrangements for defined categories, including but not limited to spend and supply market analysis, alliances/panel/partnerships relationship management, sourcing strategy development, competitive panel engagements and periodic supplier performance reviews.
- Support the assessment of suppliers’ capability, including safety, environmental and quality accreditations; determine supplier risk scoring in accordance with WaterNSW supplier, risk management and procurement frameworks.
- Partner with internal stakeholders and provide expert advice in the development and/or review of WaterNSW scope of requirements to ensure they are fit-for-purpose, meet WaterNSW’s safety, values and business standards, and will be easily understood by suppliers.
- Manage the end-to-end source to contract process for high value and high risk sourcing projects, including spend baseline analysis, industry and supplier market research, development of sourcing strategies, preparation of RFx documentation, communication with suppliers, evaluation of proposals, leading commercial negotiations and delivering value for money outcomes that meets or exceeds the business strategic and operational needs.
What we are looking for:
- Relevant degree qualification (e.g. Engineering, Business, Supply Chain) or experience deemed equivalent.
- Current NSW Drivers Licence.
- Sound knowledge of procurement and sourcing processes, policies, systems and frameworks, including NSW government procurement policy framework.
- Sound understanding of category management principles, strategic sourcing, contract development, supplier management and procurement metrics reporting.
- Experience with ERP systems, including source-to-contract and procure-to-pay.
- Experience in strategic sourcing and/or category management.
- Demonstrated experience in assisting with the development of effective category and procurement strategies.
- Experience in influencing commercial decisions and leading or co-leading contractual negotiations resulting in demonstrable benefits.
- Highly developed interpersonal and relationship management skills with peers, seniors and externals.
- Excellent written and verbal communication skills.
