We are currently looking for a Senior Manager Fiscal Policy to join our global EA Policy team, based in London, UK (Global Studio), and play an active role in the biggest transformation in the history of our company.
In this role, you will be responsible to support the development and coordination of PMI’s overall fiscal policy & strategy.

Key responsibilities:
  • Engage with markets to provide bespoke EA fiscal policy advice & materials, in line with the approach agreed with Management.
  • Monitor global tax developments and synthesize relevant information for market use & engagement, provide to markets and regions a fiscal toolbox that will increase awareness, expertise on global fiscal developments, and provide argumentation on key fiscal topics.
  • Support the development of all types of fiscal materials (i.e. raw data analysis, documents, position papers, presentations, studies) that form part of the fiscal and customs strategy of the department and the development of tailor-made solutions for key markets.
  • Analyze key 3rd party studies, papers, memos to support feedback into our policy and strategy, as well as development of relevant argumentation to support engagement at market level.
  • Support the development of key fiscal analysis and materials for various Capability Building initiatives (e.g.: trainings, workshops, EA Academy, etc.) to enhance fiscal policy understanding across markets, regions, and other functions in PMI.

Deliverables:
  • Provides analysis of current fiscal environment as well as emerging fiscal trends.
  • Supports, with all needed analysis, the delivery of tailor-made guidance on fiscal policy (excise tax and customs) for regions and markets (optimal CC tax systems and differentiated systems for SFPs).
  • Supports the development of Fiscal Toolbox, incl.: PMI position papers on key fiscal topics, quarterly fiscal reports providing updates on tax changes, case studies on taxation of combusted and non-combusted products, database of relevant 3rd party studies on fiscal matters, database on other excisable goods, advocacy materials with argumentation and narrative for markets presenting key principles of differentiated taxation for SFPs, GFIS tax tables reports, customs database, fiscal webinars and workshops.

Desired Profile:
  • Bachelor’s or preferably master’s degree in Economics, Finance, Business Management, or related fields.
  • Related work experience (8 years +)
o Fiscal / Government / External Affairs (market, region, HQ) in highly regulated products (tobacco & nicotine a plus).
o Experience in the fiscal affairs area a must.
o Experience / understanding of business development / commercial (link of portfolio pricing & tax) a plus.
o Knowledge of customs issues / excise administration a plus.
o Understanding/experience of the interplay between policy & politics in legislative process.
  • Ability to develop and prepare issue papers, advocacy materials and executive-level presentations that are impactful, comprehensible and bridge policy and politics.
  • Ability to analyze issues and develop logical, customer-centric solutions, and distil into a concise, comprehensible, and impactful narrative.
  • Good business understanding paired with excellent project management skills.
  • Ability to manage complexity and collaboration with numerous cross-functional teams (PBO model).
  • Ability to engage with external 3rd parties on fiscal affairs policy matters.
  • Strong interpersonal & communication skills, writing skills, analytical skills, agility, resilience, outcome orientation.
