We are currently looking for a Senior Manager Fiscal Policy – Category Support to join our global EA Policy team, based in London, UK (Global Studio), and play an active role in the biggest transformation in the history of our company.
The main purpose of this role will be to support Smoke Free Products Categories (SFP), including Heat Not Burn, Vape and Oral, from a fiscal policy point of view.

Key responsibilities:
  • Provides support from an EA fiscal policy perspective to all products covered by the respective SFPs categories (incl. products in the pipeline) to deliver fiscal policy assessment and advice, securing coherence of fiscal approach across all SFP categories.
  • Monitors fiscal developments & trends related to SFP categories impacting fiscal (customs and excise tax) product classification, product definitions, taxable base, excise tax structure and excise tax levels, etc.
  • Monitors the market in terms of emerging SFPs (incl. products which may be considered as substitutes) and fiscal developments related to these products, in order to identify fiscal opportunities and threats, and identify potential directions in which fiscal policies can evolve, to better inform strategic decisions at the SPFs Categories Management level.
  • In close collaboration and alignment with EA Category Heads, Product Policy and Regulatory Policy Teams, prepares recommendations on fiscal approaches (e.g., customs/excise classification / category definitions, taxable base, etc.).
  • Engage with markets to provide bespoke EA fiscal policy advice & materials, in line with the approach agreed with the SFP Categories Managements.

Deliverables:
  • Provides analysis of current fiscal environment as well as emerging fiscal trends vs their impact on the current SFP portfolio and future product innovations.
  • Actively contributes to development of fiscal policy recommendations, in close collaboration with other EA Policy teams (Product, Regulatory, ESG) as well as EA Business Development team, Public Affairs teams, and EA teams in the Regions and in markets.
  • Participate in project meetings for SFPs, provide input to the process from a fiscal, customs standpoint in an accurate and timely manner, and feed back in to the fiscal and customs policy directors.
  • Provides fiscal narratives to EA regions and markets, developed in close cooperation with other functions, including SFPs Category Management, Consumer Insights, Global Communications.

Desired Profile:
  • Education: Public/Government Fiscal Policy, Economics, Finance, Business Management or related fields.
  • Related work experience (8 years +)
o Fiscal / Government / External Affairs (market, region, HQ) in highly regulated products (tobacco & nicotine a plus).
o Experience in the fiscal affairs area a big plus (experience in the fiscal area of SFPs a plus).
o Experience / understanding of business development / commercial (link of portfolio pricing & tax) a plus.
o Knowledge of customs issues / excise administration a plus.
  • Understanding of broader regulatory challenges for SFPs a plus.
  • Understanding / experience of the interplay between policy & politics in legislative process.
  • Ability to analyze the link between existing fiscal framework for SFPs / global trends in fiscal policy together with product portfolio / business development and product commercialization plans (e.g., identifying fiscal risks vs opportunities in the context of product portfolio development).
  • Ability to analyze issues and develop logical, customer-centric solutions, and distill into a concise, comprehensible, and impactful recommendations.
  • Ability to manage complexity and collaboration with numerous cross-functional teams (PBO model).
  • Strong interpersonal and communication skills, writing skills, analytical skills, agility, resilience, outcome orientation.
  • Ability to engage with external 3rd parties on fiscal affairs policy matters.
