About us

The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.


The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

Purpose of the role

The Levy Management team is responsible for monitoring local government administration of the Emergency Management Levy (EML) to ensure compliance with the Fire Services Act 1990 (Act) and the Fire Services Regulation 2011 (Regulation). The team provides input into policy development, engages with the public and key stakeholders to answer enquiries about the Levy system, and is responsible for reconciling local government payment returns, and undertaking compliance audits of local government to monitor and report on legislative compliance by individual local governments.


Reporting to the Executive Manager, you will be a key member of the team, contributing to policies and strategies to ensure local governments comply and understand their obligation under the EML. You will be required to respond to inquiries from members of the public, and assist in the development, review, audit and management of systems and programs that support the administration of the EML throughout the State, ensuring local governments meet whole-of government initiatives and QFD strategic objectives.

Key requirements

  • Knowledge and understanding of relevant levy legislation and regulations.
  • Knowledge of auditing procedures and managing database administration systems.
  • Proficiency in Microsoft Excel at an intermediate level is required.

Your key accountabilities

Your part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:

  • Contribute to the development, review and implementation of levy compliance policies, procedures and strategic plans to support the administration and ensure the correct process and management of the EML is achieved.
  • Provide advice and assistance to internal and external clients and stakeholders, on the interpretation and application of the EML to ensure they understand their levy obligations in accordance with legislative and departmental requirements
  • Develop and maintain effective relationships with internal and external stakeholders and networks across QFD and local government business partners relating to levy matters and respond to a broad range of issues ensuring resolution in a timely manner.
  • Assist with reviews, audits, investigations and special projects to assess EML administration by local governments, including identifying and documenting non-compliance issues, and providing recommendation for corrective actions in accordance with legislative and departmental requirements.
  • Process, analyse, validate and maintain data, including data obtained from local government returns, for EML monitoring and reporting purposes in accordance with legislative and departmental requirements.
  • Provide research and assistance on appeals lodged under Section 152N of the Act to assist the Commissioner in the appeal process.
  • Assist in the research, preparation and review of reports, briefing notes, submissions, correspondence and initiatives in accordance with departmental requirements and governance.
