Program Director – Operational Change

12-Month Parental Leave Contract

About the role

As the Program Director – Operational Change at V/Line, you will report to the Director, Operational Modernisation and Performance.

In this role, you will lead the Operations Division, overseeing project and change management programs while managing the implementation of a comprehensive change management framework to ensure alignment with strategic operational goals.

You will also oversee the Operations Division's technology strategy, systems, and architecture in collaboration with the Business Information Solutions (BIS) team, while driving the development of a digital systems roadmap.

Additionally, you will provide expert guidance on the enterprise change framework, support operational group planning, and ensure the timely and efficient delivery of projects that align with V/Line’s broader objectives.

Key Responsibilities:

  • Coordinate a range of change events across regional and shared public transport networks, ensuring timely, on-budget delivery.

  • Lead a change framework that drives outstanding operational, financial, and customer outcomes for the Operations Division and V/Line.

  • Build and maintain relationships with key stakeholders, balancing competing demands and driving alignment.

  • Collaborate with internal teams to modernise systems, automate processes, and enhance program management capabilities.

  • Guide the Operations Division’s technology strategy alongside the BIS team, ensuring systems support operational goals and maximise efficiency.

  • Develop and manage a multi-year technology investment roadmap, identifying and mitigating system risks.

About You

The ideal candidate is an experienced leader skilled in driving change and achieving strategic goals. With experience in managing complex programs and change, you excel in fast-paced, evolving environments. Strong communication, collaboration, and a commitment to innovation and continuous improvement are essential for success in this role.

Additional Accountabilities Include:

  • A strong background in leading and delivering large-scale, transformational change in complex operational environments.

  • The ability to manage senior stakeholders, lead multidisciplinary teams, and balance competing priorities with agility.

  • A proven track record in managing complex change programs and driving business transformation.

  • A solid understanding of the public transport sector and the priorities of the Victorian Government.

  • Highly developed written and verbal communication skills, with the ability to prepare and present high-level reports and business cases.

  • Alignment with V/Line’s values, including integrity, accountability, respect, leadership, and human rights.
